August 1998.   $150 billion programme announced for infrastructural projects for years 2000 to 2006 with public/private funding in ratio 2:1. To include high speed lines Cordoba-Malaga, Madrid-Valencia, and Madrid-Valladolid. August 1999.   Prequalification expected 2001 for contractors for proposed $650 million Perpignan, France to Figueras, Spain rail link, which will include 8 km-long tunnel. There will be a 2 x 8.2 km tunnel under the Perthus Pass. The line is due to open in 2005. 29/02.   The Spanish and French governments have concluded without reaching an agreement the negotiations with Euroferro, a consortium of Dragados, Bouygues, DTP Terrassement and DV Construction, for the awarding of a 50-year concession to build and operate the Figueras-Perpignan high speed line. The breaking-off of the talks is due "to the impossibility of both governments to accept the last requests of the consortium, incompatible with the principles that govern the concession". The consortium requested guarantees regarding a minimum traffic to ensure the profitability of the concession and regarding also "posible risks that may appear during the construction". Dragados explains the failed negotiation by the refusal from the Spanish and French governments to give "a series of financial guarantees" requested by the consortium.The €890.1 million bid submitted by Euroferro to build the link was not the cheapest but it was the shortest construction time with 51 months and work seven days a week. The share of the public subsidy in the consortium's bid was also 30% lower than in the other bids.The Spanish-French intergovernmental commission set up to select the concessionaire for the Figueras-Perpignan high speed link is now to invite bids from the interested tenderers. It is estimated that six to eight weeks will be necessary to replace Euroferro. The five JVs that bidded along with Euroferro are Ferrovial and Vinci; FCC, OHL, Comsa, Proser, Caja Madrid and Connex; ACS and its subsidiaries Cobra, Ví­as y Construcciones and Electren with French contractor Eiffage; a consortium composed of Necso and Sacyr; and Réseau Ferré de France, Gestor de Infraestructuras Ferroviarias, Setec and Ineco.The Figueras-Perpignan line is 45.4 km in length, of which 24.6 km in France and 20.85 km in Spain. The project includes a 8,171 m tunnel under Le Perthus Pass in the Pyrenees, estimated to cost €335 million. Breakthrough of 5.292 km tunnel between Huermeda and Paracuellos and work under way on another 1.82 km drive from Santa Maria de Huerta monastery to Arcos de Jalon. Further extension to connect Alicante and Albacete mooted. Nov 1998. 44 contracts involve 22 tunnels of total length 22 km. Wirth 12.47 m-diameter reaming TBM has completed 2.5 km of 4.78 km Paracuellos tunnel working south to north. Contractors are FCC and Necso for client GIF. More information from jmfdcas@iies.es February 2000. Wirth reaming TBM nearing breakthrough at Paracuellos after 2.8 km drive in which 7 m/day target was often exceeded with maximum advance 22.4 m/day recorded. Roof and sides shotcreted on advance using CIFA track-mounted snorkel mounted close to reamer head. Circular steel arches set 6 m behind face. Aliva wheeled shotcrete jumbo in invert. Large material +20 cm is screened at TBM and trucked away while smaller material is conveyed. Any rock needed for backfilling invert is ploughed of the belt and the remainder is used for embankments or dumped. Concreting underway with gantry erecting welded PVC membrane ahead of concrete forms achieving 170 m/week. For the record, the pilot drive by Murer used their Wirth 4.7 m TBM at 40 m/day in the pre-Cambrian rocks with black schist and graphite covered by quartzite and some sandstone. Local commuter services on three suburban lines operated by Renfe and one line operated by the Catalan railways have been interrupted since 20th October. A sixth sinkhole, appeared in Bellvitge station on 26th October, has led to halt work on that section.   Following spectacular success with current phase of expansion in which some 35 km of underground lines with 33 stations and 20 km surface line with 4 stations were constructed and commissioned in a four year span, Pta 128,400 million set aside to finance building of metro line to south of Madrid taking in the suburbs of Alcorcon, Leganes, Getafe, Mostoles and Fuenlabrada. 35.2 km tunnels with 29 stations. Construction will not commence until after July, 1999 elections and will then be completed within four years. February 1999.   Extension of Line 8 to Barajas airport completed using NFM TBM. June 1999.   FCC contracted to tunnel 1.3 km by traditional method to Valdelasfuentes station and onward 1.7 km to Avenida de Espana using NFM TBM. August 1999.   Extension of Line 1 for 3.2 km to Vallegas with 3 new stations for 2004 opening likely to be next award at $75 million. August 1999.   6 km extension of Barajas airport line from Mar de Cristal to Nuevos Ministerios connecting with Cercanias RENFE station and interchanging with Lines 6 and 10 of the metro. Travel time from downtown Madrid to airport will be 12 minutes. Work starts November, 1999 for commissioning October, 2001. Two EPBs will be employed. These are Bechtel (Spain); jv of Dragados, Tecsa and Nesco; jv of Dumez-GTM, AZVI and Ploder; jv of FCC, ACS, Ferrovial and others; and jv of Hochtief, Lain, Obrascon, Huarte and others. Bids invited by September, 1999. Estimated value Pta 350 billion. March 1999.   Contract awarded March 3rd for twin tunnels with cross passages every 300m. Tunnel in granite and gneiss using four closed face TBMs of either single or double telescopic design. April 2000. GIF has announced contract awards as follows: lot 1 south tube Madrid side to jv of Necso/Dragados/Tecsa, value $216.6 million; lot 2 north tube Madrid side to jv of OHL/Hochtief/Sacyr/Guinovart/Comsa, value $216.5 million; lot 4 north tube Valladolid side to FCC/ACS-Ví­as y Construcciones/Ferrovial-Agromí¡n, value $186.8 million. Lot 3 south tube Valladolid side has yet to be awarded. Construction times vary from 49 months to 57 months, and the exact meeting points in each tube have not yet been finalised. Tunnelling should commence in Spring, 2001 using four shielded TBMs erecting concrete segmental lining with i.d. 8.5 m. The coordinated negotiation made it possible to pay Ptas12 billion for the four machines, two Herrenknecht and two Wirth, with a 10% discount, and to cut delivery periods from 19 to 14 months. Both Herrenknecht and Wirth agreed to deliver the TBMs completely mounted, ready for tunnelling. The FCC-Ferrovial-ACS jv will receive two TBMs, one Herrenknecht and one Wirth, to excavate from the northern portals (contracts 3 and 4). The Dragados-Necso-Tecsa jv will use a Wirth TBM to drive the tunnel from one of the south portals (contract 1), while OHL, Sacyr, Comsa and Hochtief will use the second Herrenknecht TBM, from the second south portal (contract 2). The muck will be removed using a conveyor belt. It is expected excavation will start in August, 2002. Engineers estimate the TBMs will bore at an average daily speed of 25 metres or 500 metres a month. Meanwhile, FCC, Ferrovial, and ACS have started the preparatory works from the north portals on the Segovia side. The total cost for both tunnels is €179.6 million. The average daily progress is fourty metres. Benigno Blanco, the infrastructure state secretary, is confident that the 28,377 m-long twin tunnels on the Madrid-Segovia-Valladolid high speed line will be concluded towards the end of 2006 or in early 2007. Tunnelling began in mid-October 2002 in the north drive on the Segovia side. To date, progress has reached 1,800 m on the west tube and 1,500 m on the east tube, both Segovia side. On the south drives (Madrid side), the TBMs drill at the same speed so that about 6 km of tunnel has already been bored out of the 56.7 km. Breakthough is programmed in 30 months. The 9.5 m-diameter tunnels are spaced at a 25 m interval and will be connected by branches every 250 m. Up to 120 tunnellers work in four shifts of six hours.   FCC reports its involvement in the construction of the 11.6 km Caravia to Llovio stretch of the Autovia del Cantabrico dual carriageway with three tunnels of total length 2.35 km. Ute Sella, a jv of Dragados and FCC, is working on three twin-tube tunnels on an 11.6 km-long section of the Autovia del Cantabrico near Ribadesella. El Fabar 54 sq m top heading is being developed to the halfway point at 700 m from the east portals using two Atlas Copco L2C drillrigs and three Wagner ST8B Scooptrams. The whole operation will then be moved to the west portals in order to keep the LHD tramming distances realistic. A 3 m bench will be excavated through the tunnel after completion of the top heading. Geology is limestone with slate, and quartzite with karst cavities filled with clay. Round depth limited to 1.5 m, with steel arches, mesh, Swellex rockbolts and steel fibre reinforced shotcrete for support. Some 4 m/day advance is being achieved in each face. Tezangos tunnel is 470 m long and is advancing from the east in slates and sandstones using similar techniques and equipment, and the Llovio tunnel is yet to start.
