Project scope
RFQ for Package 2A (P2A): 10th Avenue Tunnel and A Yard, part of the Hudson Tunnel Project connecting New Jersey and New York as part of the Gateway Program rail corridor improvements.
The contract covers heavy civil works to connect the new Hudson River rail tunnel to the existing track network at New York Penn Station. The works extend the rail corridor beneath the Hudson Yards district and include realignment of the approach tracks in the A Yard to match the elevation and alignment of the new Hudson Tunnel.
Key elements include:
- Construction of the 10th Avenue Tunnel using cut-and-cover methods beneath 10th Avenue in Manhattan.
- Lowering and realignment of existing access tracks in the A Yard to integrate with the new tunnel approach.
- Underpinning of the existing 450 West 33rd Street building, including relocation of structural columns to accommodate rail infrastructure works.
- Construction of the structural framing for the A Yard Fan Plant, part of the tunnel ventilation system for the Hudson Tunnel.
The procurement follows a two-stage best-value process, with up to five teams shortlisted following the RFQ stage before invitation to submit detailed proposals.
