Germany – Safety Enhancement Works, Kirchberg & Schlossberg Tunnels (B 294)
An open procedure has been launched for safety enhancement works on the B 294 federal highway, involving the construction of evacuation infrastructure for the Kirchberg tunnel (1,840 m) and Schlossberg tunnel (844 m).
Project Overview
The contract covers the retrofitting of two existing road tunnels through the construction of dedicated evacuation and rescue tunnels (Fluchtstollen). The scheme forms part of a broader programme to upgrade tunnel safety in line with modern standards.
Scope of Works
Key elements of the project include:
- Construction of approximately 1,600 m of evacuation tunnels
- Excavation of 13 emergency call niches
- Installation of 2 emergency containment basins (Havariebecken) for incident management
- Integration of new escape routes within the existing tunnel systems
Project Drivers
- The existing tunnels no longer meet current safety requirements, including German RABT/EABT standards and EU directives
- Due to their close proximity, the Kirchberg and Schlossberg tunnels are treated as a “tunnel chain”, requiring enhanced and continuous safety provisions
- The works aim to significantly improve user safety and emergency response capability
Construction & Operational Considerations
- The project presents significant traffic management challenges
- Closure of the Kirchberg tunnel will require diversion of traffic:
- Through the town centre of Schiltach
- Via the Schlossberg tunnel
- Minimising disruption during construction is a key requirement

- Detailed planning for safety system upgrades
- Award of contracts for construction supervision and geological documentation
