Cross Island Line


The Land Transport Authority (LTA) has awarded the civil contract to design and construct the bored tunnel between Aviation Park and Loyang stations (working names)  for the Cross Island Line Phase 1 (CRL1) to Taisei Corporation - China State Construction Engineering Corporation Limited Singapore Branch Joint Venture, at a total contract value of EUR222.44 million (SGD356 million).  

Construction works for the 3.2-km tunnel between Aviation Park Station and Loyang Station is expected to start in the second quarter of 2021. For the first time, LTA will use a large-diameter TBM to construct a single tunnel with two tracks in it.  CRL1 is slated to commence passenger service in 2030. The Land Transport Authority (LTA) has awarded to Samsung C&T Corporation from Seoul, Korea, the EUR 380.69 million (SGD604 million) civil contract for the design and construction of Hougang interchange station and tunnels for the Cross Island Line (CRL), Phase 1. This contract covers the design and construction of Hougang interchange station and tunnels, as well as addition and alteration works to the existing Hougang station along the North East Line (NEL).

The Land Transport Authority (LTA) has awarded the civil contract for the design and construction of Pasir Ris interchange station and tunnels for the Cross Island Line Phase 1 (CRL1) to Daewoo Engineering & Construction Co Ltd,  Dongah Geological Engineering Co Ltd, Singapore Branch Joint Venture, at a total contract value of EUR 603,02 million (SGD980 million). This contract covers the design and construction of Pasir Ris interchange station and tunnels, as well as addition and alteration works to the existing Pasir Ris station along the East-West Line (EWL).

The Land Transport Authority (LTA) has awarded the civil contract CR 116 for the design and construction of Ang Mo Kio station and tunnels under the first phase of the Cross Island Line (CRL1) to Gammon Construction and Engineering Pte. Ltd - Bachy Soletanche Singapore Pte. Ltd. Joint Venture. Valued at (EUR 403.36 million) SGD $644 million, the contract will also cover addition and alteration (A&A) works to the existing Ang Mo Kio station along the North-South Line (NSL). When completed, Ang Mo Kio station will be an interchange between CRL and NSL. The Land Transport Authority (LTA) has awarded to Hock Lian Seng Infrastructure Pte Ltd  the EUR 208.04 million (SGD320 million) contract to design and construction of Aviation Park station and tunnels of the Cross Island Line Phase 1 (CRL1). Construction works for the Aviation Park station are expected to start in the first quarter of 2022, with passenger service slated to commence in 2030. Aviation Park station is an underground station located next to Changi Coast Road and Aviation Park Road. The ground conditions in this area are expected to be challenging as they are made up of thick layers of underlying marine clay. Safety measures will be taken when carrying out the Earth Retaining and Stabilising Structure and deep excavation works to ensure stability of the ground and surrounding structures. The works will be carried out under strict compliance to regulations including aviation height restrictions given its proximity to the Changi Airport compound. The Land Transport Authority (LTA) has awarded to Nishimatsu Construction Co Ltd the EUR 289.96 million (SDG446 million) contract for the design and construction of the bored tunnel between Tampines North and Defu stations, Cross Island Line Phase 1 (CRL1). The contract includes the construction of a facility building with underground basements to cater to the electrical and mechanical requirements of CRL1. A 12.6m m diameter TBM will be used to construct a single 2.9-km long tunnel with two tracks in it. This will be the largest TBM ever to be deployed in Singapore and it is expected to increase work productivity and reduce manpower requirements. The tunnel will be constructed at an approximate depth of 35 m below ground level, and is almost 50 m underground at its deepest. Tunnelling will be carried out mostly in Old Alluvium, which is a predominantly soil-like material comprising sandy and silty clay. This abrasive ground condition is expected to cause some wear to the TBM’s cutting equipment. The Land Transport Authority (LTA) has awarded the EUR 506.50 million (SGD780 million) civil contract for the design and construction of the 6 km tunnels at a 20 m-40 m depth below ground level between Aviation Park station and Changi East Depot under the Cross Island Line Phase 1 (CRL1) to Shanghai Tunnel Engineering Co (Singapore) Pte Ltd - LT Sambo Co Ltd (Singapore Branch) Joint Venture.  The ground conditions in this area comprise thick layers of underlying soft marine clay and extensive works will have to be carried out to strengthen the soil condition to ensure that construction works proceed safely. The Land Transport Authority (LTA) has awarded 2 civil contracts for the design and construction works for two stations and associated tunnels under the Cross Island Line Phase 1 (CRL1). 

The first contract, valued at EUR 308.55 million (SDG467 million) and covering the design and construction of Defu station and tunnels, was awarded to Gamuda Berhad Singapore Branch - Wai Fong Construction Pte Ltd Joint Venture.   

The second contract, valued at around EUR262.30 million (SDG397 million), covers the design and construction of Tampines North station and tunnels. It has been awarded to China Communications Construction Company Limited (Singapore Branch).

The Land Transport Authority (LTA) has awarded the civil contract for the design and construction of Riviera station under the Cross Island Line-Punggol Extension (CPe) to Taisei Corporation – China State Construction Engineering Corporation Ltd Singapore Branch Joint Venture. The contract is valued at around EUR 780.89  (SGD1.1 bn). Construction works for the CPe Riviera station are expected to start in the first quarter of 2023, with passenger service targeted to commence in 2032.

The Land Transport Authority (LTA) has awarded two civil contracts: 

  • Woh Hup Pte Ltd from Singapore secured the EUR347.48 million (SGD496 million) contract for the design and construction of Punggol interchange station under the Cross Island Line - Punggol Extension (CPe). The new Punggol interchange station is located along Punggol Central.  
  • Obayashi Corporation & Shanghai Tunnel Engineering Co (Singapore) Pte Ltd Joint Venture secured the EUR531.14 million (SGD758 million) contract for the design and construction of the bored tunnel between Fairways Drive and Sin Ming Walk under Cross Island Line Phase 2 (CRL2).  A 12 m-diameter slurry TBM will be used to construct the single 5-km-long tunnel with two tracks in it. A 2-km stretch of the bored tunnel alignment will cross under the Central Catchment Nature Reserve.  Here, the tunnel will be constructed up to an approximate depth of 70 m below ground level, deeper than the usual 20-30 m.

Land Transport Authority (LTA) has awarded the Singapore branch of Gamuda Berhad the EUR 352.81 million (S$509.57 million) contract for the design and construction of the West Coast underground station and associated tunnels for the Cross Island Line (CRL2) phase 2 project in Singapore. The station, whose name is not final, will be along West Coast Road. 

The CRL - completely underground - is Singapore's eighth MRT line. Its construction has been divided into three phases. The awarding of all contracts for the construction of Phase 1, announced in 2019, 29km long with 12 stations from Aviation Park to Bright Hill, was completed in March 2022. Construction work has started and will be completed by 2030. 

Phase 2 of the LRC, announced in September 2022, is about 15 km long with 6 underground stations: Turf City, King Albert Park, Maju, Clementi, West Coast and Jurong Lake District.

The Land Transport Authority (LTA) has awarded to Shanghai Tunnel Engineering Co (Singapore) - Obayashi Corporation Joint Venture the EUR 365.52 million (SGD530 million) civil contract for the design and construction of CR14 Turf City station (working name) and tunnels under the Cross Island Line Phase 2 (CRL2). 

CR14 station is an underground station located along Turf Club Road, near the former Grandstand. The construction works are expected to be challenging due to the varying soil conditions in the area, in particular the harder ground conditions of the Bukit Timah granite formation which requires the use of specialised techniques to carry out excavation works safely. Before commencing excavation and construction works for the station structure, earth retaining and stabilising structures will be installed to ensure safety and ground stability.  LTA and the contractors will monitor works closely and implement necessary mitigation measures to ensure safe construction with minimal impact to nearby stakeholders and infrastructure. 

Construction works for the CR14 station are expected to start in the third quarter of 2024, and passenger service for CRL Phase 2 is targeted to commence in 2032.

The Land Transport Authority (LTA) has awarded to Nishimatsu Construction Co Ltd - Okumura Corporation Singapore Branch Joint Venture the EUR166.93 million (SGD242 million) civil contract for the design and construction of tunnels between the West Coast station (CR18) and Jurong Lake District station (CR19) (working names) for Cross Island Line (CRL) Phase 2

This contract encompasses the construction of twin bored tunnels, each extending 2.4 km beneath the Sungei Pandan canal and key infrastructure such as the West Coast Highway and Ayer Rajah Expressway. These tunnels are projected to reach depths of up to 40 m, surpassing the typical 30-m depth for other stations. The ground conditions in this area predominantly consist of weathered soil and hard sedimentary rock.   Real-time monitoring and safety measures will be implemented during the tunnelling works.  LTA and the contractors  will implement necessary mitigation measures to ensure ground stability and safe construction and minimise impact on nearby stakeholders and infrastructure.

The company Woh Hup of Singapore secured the contract T205, value EUR85 million (SGD144 million) for the construction of Woodlands South station, one of 22 on the 30 km-long, fully underground Thomson Line, which will be completed in phases from 2019 to 2021. The Land Transport Authority (LTA) has awarded four civils contracts T201, T203, T209 and T210 with a total value of around EUR610 million for three Thomson Line stations and adjacent tunnels, as well as Thomson Line’s Mandai Depot.

Contract T203 for the construction of Woodlands station and its associated cut-and-cover tunnels has been awarded to GS Engineering & Construction Corp at a contract sum of EUR171 million. When completed, Woodlands station will serve as the interchange between Thomson Line and North-South Line.

Contract T209 for the design and construction of Lentor station and its associated tunnels has been awarded to China Railway No. 5 Engineering Group Co., Ltd (Singapore Branch) at a contract sum of EUR145 million.

Contract T210 for the design and construction of Mayflower station has been awarded to Gammon Construction Limited Singapore Branch (GPL) at a contract sum of EUR102 million.

When completed, these Thomson Line stations will connect the northern and central parts of Singapore through Woodlands and Caldecott stations to connect with the North-South and the Circle Line respectively, bringing further convenience and connectivity to commuters working and residing in Woodlands, Lentor, Thomson and Ang Mo Kio. In addition, these three stations will serve as Civil Defence shelters along the Thomson Line.

Contract T201 for the construction of Thomson Line’s Mandai Depot was awarded to Jurong Primewide Pte Ltd (JPW) for EUR192 million.

Construction works for these civils contracts are expected to start by the first quarter of 2014. The Land Transport Authority (LTA) has awarded to CMC (Ravenna) two civil contracts, C926 and C927 with a total value of EUR250 million (S$423.38 million), for the Downtown Line Stage 3 (DTL3) project in Singapore. The contracts are for the construction of 2.8 km and 1.4 km twin-tube tunnels, including underground stations at Tampines West and Bedok Reservoir. Six TBMs will be used, with completion 2017. The Land Transport Authority (LTA) has awarded the final three civil contracts for the Downtown Line Stage 3 (DTL3) project in Singapore. The contracts are for the construction of twin-tube tunnels between Tampines East and Upper Changi (Shanghai Tunnel Engineering, value EUR52.4 million) and underground stations at Upper Changi (Samsung C&T, value EUR147.7 million) and Bendemeer (Penta Ocean, value EUR123.7 million). McConnell Dowell South East Asia Pte Ltd has completed tunnelling on Downtown Metro Line 2 Contract 916 Beauty World for the Singapore Land Transport Authority (LTA), valued at approximately EUR170 million. Two 6.64 m-diameter TBMs progressed in a variety of ground conditions ranging from 200 Mpa unweathered granites to soil, with plenty of mixed face in between. The Land Transport Authority has appointed McConnell Dowell South East Asia (SEA) Pvt Ltd and SK E&C (Singapore) to complete construction works for three Downtown Line 2 (DTL2) stations following the insolvency of Alpine Bau GmbH, the earlier contractor. McConnell Dowell (SEA) will complete the construction of Sixth Avenue and King Albert Park stations and associated tunnels for a contract sum of approximately EUR150 million (SGD254 million), while SK E&C (Singapore) will complete the construction of Tan Kah Kee station and associated tunnels for EUR131 million (SGD222 million).
