This is the Initial Selection process for the Ruzizi III Regional Hydroelectric Power Plant EPC contract. The contract will include the engineering, procurement, construction, testing and commissioning of a 45 m height embankment dam with associated spillway, low level outlet, and eco-flow small-hydro, a 3.8 km long, 6.7 m diameter, concrete-lined headrace tunnel from the dam reservoir to the powerhouse, penstock and unit penstocks, power station and switchyard, a 7.3 km long 220 kV double-circuit transmission line connecting the Ruzizi III substation to the regional dispatch station in Kamanyola (DRC), access roads from Bugarama (Rwanda) and Kamanyola (DRC) to the dam site, and all ancillary and related works. The power station will have three generating units and an eco-flow small-hydro, giving an installed capacity of 206 MW.

The Borrower (“the Contracting States (Burundi, Democratic Republic of Congo (DRC), Rwanda) and Ruzizi III Energy Limited (REL)”); REL a special purpose company who is going to be owned by Industrial Promotion Services and SN Power (owned by Scatec ASA) and the Contracting States.

The Borrower has currently secured from the African Development Bank, approval for part of the funding for the 206 MW (203 MW for the main powerhouse and 3 MW for the small-hydro on the ecological flow). In addition, the Borrower is currently negotiating the remaining financing from a number of other multilateral development banks, including the World Bank (WB), European Investment Bank (EIB), Kreditanstalt für Wiederaufbau (KfW), the French Development Agency (AFD), and the European Union (EU). This funding will be used towards the cost of developing the project, and the Borrower intends to apply part of the proceeds to payments for goods, works, and services to be procured under this project.

In this regard, Ruzizi III Energy Limited intends to initial select contractors and consortia to tender for the RIII-EPC contract. Initial Selection documents will be made available, in electronic format for free, in a dedicated electronic system. High-speed and freight rail


Neom has awarded two contracts for the drill & blast construction of two separate tunnels with a length of 28km dedicated to high-speed and freight rail services as part of the170-km Line project in northwest Saudi Arabia. The Line will be part of the futuristic megacity of Neom, an ambitious project backed by the government with USD 500 billion in funding, which will be built on an area of 26,500 km2 in northwestern Saudi Arabia, between the Red Sea and the Gulf of Aqaba. It is described as a belt of hyper-connected communities without cars and roads. As well as residential communities built along the rail and infrastructure corridor, the building work plans being considered include a series of connected high-rise mirrored towers.   

The first contract has been awarded to the FCC/CSCEC/SAJCO Joint Venture, whose partners are the Spain’s FCC with the Beijing-based China State Construction Engineering Corporation and the local Shibh al-Jazira Contracting Company (Sajco). 

The second contract has been awarded to the SHA Joint Venture, whose partners are the South Korean contractors Samsung C&T Corporation and Hyundai Engineering & Construction and the Greece’s Archirodon.  

The rock excavated as part of the tunnelling project will be processed for subsequent reuse within the permanent concrete lining of the tunnels and other projects within Neom to ensure minimal impact to natural landscapes.  

Beijing-based China Railway Construction Corporation (CRCC) was awarded a contract in 2021 for the adits and portals package serving the bored tunnels. Neom has invited selected contractors to submit tenders by 12 June for contracts to complete tunnels that will serve as the railway junction connecting the Spine with the Neom Connector.   

The Spine is the infrastructure corridor running below THE LINE, one of the new cities planned for the NEOM project in the Tabuk region of northwest Saudi Arabia. The NEOM Connector is a planned 60km long infrastructure corridor to connect THE LINE and OXAGON, another region planned for NEOM.  

Known as the Delta Junction, the project involves 26.5 km of tunnelling work that will be split into two lots, one for the north and the other for the south. The works will be completed as five contracts. Each contract involves about 5km of tunnels that will be excavated through hard rock using drill and blast and cut and cover techniques. The prospective bidders for the Delta Junction works include Riyadh-based Al-Ayuni Investments & Contracting, Jeddah-based Almabani, Spain’s Acciona and Fomento de Construcciones y Contratas (FCC), Beijing-headquartered China Railway Construction Corporation and China State Construction Engineering, Seoul-based Hyundai Engineering & Construction and Samsung C&T, Mumbai-headquartered Larsen & Toubro (L&T) and Italy’s WeBuild. The engineering consultant for the project is US-based Aecom.   

Contractors are also preparing to submit tenders for work on the Spine tunnels. The contracts tendered cover the concrete works, known as Type A, and the installation of precast sections, known as Type C. The closing date for both contracts has been extended to 11 May. The Spine is the infrastructure corridor running below the 170-km-long series of 500-m-tall, mirrored buildings known as The Line, running from the Red Sea coast inland towards Tabuk. Rua al-Madinah Holding (RMH) Co, a 100% subsidiary of the Saudi Public Investment Fund (PIF), have awarded to China Railway 18th Bureau Group Company the EUR 924.35 million (CNY5bn/USD974 million) contract for the Madinah Tunnel Project. Which includes the AH tunnel, the Ali Bin Abi Talib tunnel, the airport tunnel, a pedestrian bridge and various auxiliary projects near the city of Madinah (Medina) . The total length of the tunnels are about 5 km and the construction period is 42 months.  The project, will enable Al-Amida road to serve as an alternative to the current ring road by expanding the roadway to six lanes, upgrading the Ali bin Abi Taleb traffic tunnel, and connecting Al-Amida to the King Faisal ring road. The consortium Isolux Corsan (Spain), Kolin Insaat Turizm Sanayi ve Ticaret (Turkey) and Haif Company (Saudi Arabia) has been appointed as preferred bidder to build lines B and C of the Makkah Metro project, value EUR2.3 billion. Mecca Metro will begin the negotiation with the consortium with a view to signing the contract in the next few months.

The 11.9 km-long Line B section will include the construction of three stations. The 13 km-long Line C section will include the construction of six stations and two big interchange stations.

The contract includes the construction  of stations and interchange stations with civil works, access ramps, grand roofs, canopies, and tunnels. Tunnels are divided in the different sections according to different construction methods : 19,616 m by drill/blast, 8,740 m by TBM and 4,105 m in cut/cover.
