Recovery lessons (2)Improving road and tunnel safety in Italy The White Paper on transport policy in Italy requires a halving of road victims by 2010, as a result of which the automobile club ACI and roads agency ANAS have signed a partnership agreement to raise the active and passive standards for road safety. The majority of Italian road tunnels were built between the 1970s and the 1990s, before the Mont Blanc fire spawned new EU safety standards. For Italy, the minimum security requirements set by the 2004 European Directive will require a financial commitment of more than EUR2 billion. A programme to monitor the state of Italian roads and tunnels is underway to better earmark such funds. This will identify inefficient fire and ventilation systems, badly signed escape tunnels, poorly managed traffic flows, missing traffic lights and ineffective management in emergencies.
