Infrastructure Ontario (IO) and Metrolinx have issued two Requests for Qualifications (RFQs) for advance tunnelling work on the Scarborough Subway Extension and the Eglinton Crosstown West Extension - the first phase of work for the two projects.
RFQ is the first step in the procurement process to select teams to deliver the advanced tunnelling work for the two projects. The Scarborough Subway Extension (SSE) project is a fully underground extension of Toronto’s ‘Bloor-Danforth’ subway Line 2, from the existing terminal at Kennedy Station northeast to Sheppard Avenue and McCowan Road, spanning approximately 7.8 km. The SSE will include 3 new stations at Lawrence Avenue and McCowan Road, Scarborough Centre and Sheppard Avenue and McCowan Road. The SSE will also include modifications to Kennedy Station and supporting/ancillary works. The SSE will replace the existing Line 3 (Scarborough Rapid Transit (SRT) and serve as the local rapid transit option in Scarborough. The Preliminary Design Business Case for the project was released in February 2020. Planning for the project continues, including due diligence work, further refining the design and engineering work and seeking environmental approvals.
The Scarborough Subway Extension project (SSE) project will be delivered by way of an Advance Tunnel Contract , followed by a subsequent contract to construct the stations and other facilities, fit-out the tunnel, and install and commission the systems (referred to as the Stations, Rail and Systems or SRS Contract). The Advance Tunnel Contract and the SRS Contract will both be delivered as Private Public Partnership (P3) projects. Specifically, the delivery model for the Advance Tunnel Contract will be design-build-finance (DBF) and the delivery model for the SRS Contract will be design-build-finance-maintain (DBFM with maintenance for only a portion of the scope).

The Eglinton Crosstown West Extension is a 9.2-km extension of the Eglinton Crosstown LRT (future TTC Line 5). The extension will run 6 km underground, westward from the future Mount Dennis station to Renforth Drive. A possible future connection to Toronto Pearson International Airport is also being studied. The Eglinton Crosstown West Extension will be delivered by way of an Advance Tunnel Contract for the underground portion of the alignment between Scarlett Road and Renforth Drive, followed by a subsequent contract to construct the stations and other facilities, fit-out the tunnel, and install and commission the systems. The Advance Tunnel Contract will be design-build-finance (DBF) delivered as Private Public Partnership (P3) model.

To expedite work on these projects, tunnelling will begin first, to be followed by separate contracts for the balance of the work on each project, which includes building the stations, fitting-out the tunnels and installing and commissioning the systems. IO and Metrolinx will evaluate RFQ Submissions. Teams that possess the relevant experience and capacity to deliver each project will be shortlisted and invited to respond to a Request for Proposals (RFP) in summer 2020.
The Scarborough Subway Extension and the Eglinton Crosstown West Extension are two of four priority transit projects announced by the Province in 2019 for the Greater Toronto and Hamilton Area. The other two projects include the Ontario Line project and the Yonge North Subway Extension.
Procurements for the subway program will be staged to ensure each project is delivered successfully. Planning is underway for all four projects, with the Ontario Line scheduled to be the first in service as early as 2027.
