BART Silicon Valley Phase II Extension Program announcement

The following protocols and instructions apply to the Pre-SOQ meeting that Santa Clara Valley Transportation Authority (VTA) intends to convene with private sector Participants who have downloaded the RFQ documents from the secure Procure Now Portal for the BART Silicon Valley Phase II Extension Program   (BSVII)( RFQ S20241 BSVII Contract Package 4 - Stations(CP4) . Participants are asked to review the RFQ documents prior to attending this meeting.  


The Pre-SOQ Meeting will be held via Microsoft Teams and will commence at 1:00 pm Pacific Time on Monday, July 12, 2021. The meeting is scheduled for a duration of sixty (60) minutes, concluding at approximately 2:00 pm. Please see Registration Instructions, below.  

Attendance at this meeting is strongly encouraged for any firm intending to submit a proposal in response to RFQ S20241. Attendance by subcontractors is optional. Plan Room representatives are asked not to attend (see also Participants, below).

Due to space limitations, VTA requests that all parties limit participation to pertinent attendees per firm.  

1.  COVID-19 Considerations 

The meeting will be conducted in such manner to comply with VTA COVID-19 standards, which can be found at https://sccvta.sharepoint.com/sites/learn/CovidResourcePage/Forms/AllItems.aspx 

 

2.  Purpose of Pre-SOQ Meeting 

VTA intends for the Pre-SOQ Meeting to present information to interested Participants concerning the Projectand the RFQ/SOQ process. 

 

3.  Participants 

All Plan Holders/Followers registered on the VTA Procure Now Vendor Portal for this procurement, except for Plan Room representatives, are considered Participants. Space is limited to 1,000 Participants and VTA requests that all parties limit participation to pertinent attendees per firm. All participants MUST register in Microsoft Teams, as instructed above. Plan Room representatives may receive these instructions but are asked not to attend. VTA appreciates your cooperation to help ensure that all proposing firms can be represented. 

  

4.  Length of Pre-SOQ Meeting 

The Pre-SOQ Meeting will be no longer than 60minutes. 

 

5.  Fair, Uniform Process 

VTA will conduct the Pre-SOQ Meeting in a fair, consistent and transparent manner and  will endeavour to provide uniform information to all private sector Participants. The Pre-SOQ Meeting is taking place in an active procurement process. 

 

6.  Questions and Responses 

  • Participants are strongly encouraged to submit questions for the Pre-SOQ Meeting through VTA’s Procure Now Vendor Portal prior to the meeting. Questions e-mailed to The Single Point of Contact may not be addressed. Questions will not be accepted during t the meeting. 
  • VTA may provide informal responses to select questions during the Pre-SOQ Meeting. Participants may not rely on those responses, or any other information provided by VTA at the meeting. Participants may rely only on VTA’s published procurement documents. 
  • Not at all questions will be answered during the meeting. Questions will be screened, and similar questions may be combined to address the questions more efficiently. 
  • Priority will begiven to questions regarding the RFQ content and the RFQ/SOQ process. 
  • Questions not answered during the Pre-SOQ Meeting and any other questions that Participants submit prior to the deadline for RFIs may be responded to in forthcoming addenda, to be posted to the Procure Now vendor portal. 

 

7.  Commitments 

Not with standing anything VTA or its consultants may say or do, VTA will not make any commitments during the Pre-SOQ Meeting. Participants may not rely on any information provided by VTA at the Pre-SOQ Meeting. VTA reserves the right to change its approach to  the Program even if such changes are inconsistent with information provided in the RFQ or during the Pre-SOQ Meeting. 

 

8.  Public Records /Disclosure of Information 

Any information discussed during the Pre-SOQ Meeting is subject to applicable public record laws.
