Two major construction companies CPB and Laing O'Rourke were
pre-selected for the EUR 127,64 million (AUD 200 million) contract for the
preliminary works for the North East Link. Next year, work will begin on utilities

Three consortiums have been shortlisted to build North East
Link’s twin road tunnels. The bidders are competing for the EUR 4.30 - 5.53 bn

Spark comprises of WeBuild, GS Engineering and Construction, CPB Contractors, China Construction Oceania, Ventia, Capella Capital, John Laing Investments, DIF and Pacific Partnerships.

The Spark consortium - including WeBuild (29,73%), GS Engineering and Construction, CPB Contractors, China Construction Oceania, Ventia, Capella Capital, John Laing Investments, DIF and Pacific Partnerships - has signed the contract for the design and construction of the EUR 7.19 bn (AUD11.1‐bn) North East Link project . The consortium had been identified as the preferred bidders in June. Webuild, as part of the design and construction joint‐venture, will design and build twin three‐lane tunnels approximately 6.5 km long, among other related works. The tunnelling work is part of the Primary Package that the Spark consortium was awarded by the North East Link Authority, which is overseeing the development of the entire project, fixing the missing link in Melbourne’s freeway network between the M80 and the Eastern Freeway in the city’s northeast. Following a competitive tendering process Yurringa Energy awarded the contract to deliver 137.5 GWh of renewable electricity during the construction of the North East Link road tunnels, suppling 100% green energy to the Spark North East Link Design & Construct Joint Venture (Spark NEL D&C JV, or Spark). The Melbourne Metro Rail Authority (MMRA) is inviting expressions of interest (EOI), with a deadline of the 09.06.2016, for the $6 billion Tunnel and Stations Public Private Partnership (PPP). The PPP will deliver the largest package of works on Australia’s biggest public transport project, including two 9 km rail tunnels. These tunnels will run through the heart of Melbourne and there will be three new underground stations at Arden, Parkville and Domain, and two new city stations directly connected to Flinders Street and Melbourne Central. The new Metro Tunnel will give the Cranbourne, Pakenham and Sunbury lines their own tunnel through the CBD, which will free up space in the Loop to run more trains in and out of the City. Early works begin next year, with the major construction delivered through this package to start in 2018, and the project set to create 3,700 jobs.

John Holland from Melbourne has won the contract to deliver the EUR218.16m (AUD324m) early works package for Melbourne Metro, including excavating massive shafts in the centre of Melbourne as part of preparations for the tunnel and five new underground stations. The contract will involve excavation of huge open shafts up to 35m deep and adjacent to Swanston Street to enable the underground construction of the two new city stations built as part of the EUR7.33 billion (AUD10.9b) project.
Excavation of the Central Business District (CBD) North Station will involve 2 shafts – at Franklin and A’Beckett Street – which will be covered by massive acoustic sheds to reduce noise for neighbouring residents and offices. Construction of CBD South will involve the partial demolition of the carparkunderneath City Square. Other works in the package include the relocation and protection of up to 100 utilities, including gas, power and telecommunications services, and the 120 year old brick main sewer line under the Domain interchange. The consortium RIA (Rail Infrastructure Alliance) comprising John Holland (a subsidiary of Chinese firm CCCG), CPB Contractors (part of CIMIC Group, whose parent company is German construction firm Hochtief) and AECOM (the American multinational engineering and design firm) has been selected as the preferred bidders to build the Metro Tunnel entrances in Kensington and South Yarra at Melbourne: 9 km of twin tunnels beneath the CBD, in an effort to ease congestion on the City Circle and surrounding lines.
CPB Contractors and John Holland are equal construction partners in the contract, and AECOM is the design partner. The $1 billion works package will include cut and cover and tunnelling works at the eastern and western tunnel entrances to connect the new rail tunnel to the existing network, along with additional selected station upgrades, tunnel, track and signalling works along the Sunbury and Dandenong lines.

The government of New South Wales has invited expressions of interest to find a shadow operator for Australasia's first metro line in Sydney. The primary purpose of the shadow operator is to ensure that a central focus on delivering a safe, attractive and efficient end-product for passengers is maintained, particularly prior to the appointment of the actual operator. The shadow operator will have the capability and expertise to assist throughout the project in providing executive advice up to the commencement of construction in 2010 and providing technical support required by management and other working groups. Final bids for a AUD2.3 billion public-private partnership (PPP) toll road project to Brisbane airport in Queensland state were submitted on 14th December. The predominantly underground Airport Link is a 46-year concession contract to design, build, operate and maintain a 6.7 km motorway, 5.7 km of which in tunnel, to connect the North South Bypass Tunnel (NSBT) and Inner City Bypass at Bowen Hills with arterial roads at Kedron and Toombul. It is jointly procured by the Brisbane City Council and Queensland state government. Three teams have been chosen to submit final bids: BrisConnections, comprising Macquarie Bank, Thiess and John Holland (Australia and New Zealand Banking Group, BBVA, BOS International Australia, Depfa Bank, KBC Bank, SG and Suncorp-Metway are competing to fund this bid); NorthConnect Motorway consortium, consisting of Baulderstone Hornibrook, Abi Group, Bilfinger Berger BOT, Portuguese toll road operator Brisa Auto-Estradas de Portugal and Babcock & Brown (Bayerische Landesbank, Fortis Bank, HSBC, Royal Bank of Canada and Westpac Banking Corp are backing this bid); and Northern Motorway consortium, made up of Leighton Contractors and ABN AMRO with debt provided by ABN AMRO, Calyon, Commonwealth Bank of Australia, nabCapital and WestLB. 04/08.The Queensland government announced BrisConnections as the preferred bidder for the 6.7 km Brisbane airport link, the 3 km Windsor to Kedron section of the northern busway and a new 750 m fly-over road above the airport roundabout. BrisConnections is a fully integrated consortium of Macquarie Capital Group, Leighton subsidiaries Thiess and John Holland, Arup and Parsons Brinckerhoff. BrisConnections will design, construct, finance, own and operate the airport link project, design and construct the Windsor to Kedron section of the northern busway and design and construct a direct link between the east-west arterial and airport drive known as the airport drive connection. They will be the two largest tunnel boring machines, at 12.48 m in diameter, to ever operate in Australia. Each cutting head features 80 off, 42.5 cm disc cutters. Each disc cutter features 80, 42.5 cm cutters. Both machines will travel 55 m below the surface at the deepest section. Each machine will install a full circle concrete lining continuously as part of the excavation process. The first TBM is expected to arrive from Germany by the end of next year and begin tunnelling around mid 2010. The second is expected to arrive in early 2010.
