The joint venture Skanska/Fay Construction Co signed a contract with CSX Transportation for the  modernization of the Howard Street Tunnel (HST), originally constructed in 1895 and part of the HST Project in Baltimore, Maryland, USA. The Howard Street Tunnel Project will improve clearance at the Howard Street Tunnel (HST) in Baltimore City and 22 other locations where obstructions exist along the CSX Transportation (CSX) Interstate 95 (I-95) rail corridor between Baltimore and Philadelphia.  

The modernization of the Howard Street tunnel consists of vertical clearance improvements to allow double-stack trains (trains transporting shipping containers stacked on top of each other) to travel between Baltimore, Maryland and Philadelphia, Pennsylvania. Work includes lowering and tunnel enlargement techniques across the 2.7-km (1.7-mile) expanse of the Howard Street Tunnel to increase the tunnel height from 5.8 to 6.4 m (19 to 21 feet).
