  • Preparation of tender documentation
  • Assistance in follow-up of main road and railway construction contracts during execution
  • Model-based design development
  • Sustainable design solutions
  • Preparation of design basis and digital model basis for the entire project
  • Cost estimation of major construction works
  • Preparation of procurement documents for total, execution and interaction contracts
  • Construction phase follow-up
  • Participation in joint electrical and telecommunications systems for road and railway
  • Preparation of construction implementation plans

Management of application processes and public approvals The contract supports delivery of what is described as the largest tunnel project in Norwegian history, forming part of a major national transport corridor.  Tunnel Details Project section: Arna – Stanghelle (between Bergen and Voss) Infrastructure type: Combined road and railway development Configuration: Multiple new tunnels forming part of the corridor (largest tunnel project in Norway) Strategic function: Upgrade of a key national transport corridor between Bergen and Oslo The existing section is characterised by:
  • Low infrastructure standards
  • Ageing tunnels requiring significant upgrading
  • Landslide-prone terrain
  • High accident rates, including serious head-on collisions
  • The project aims to improve safety, reliability and capacity for both road and rail traffic. 
Contract Value Framework agreement value: NOK 2.2 billion  Duration Framework duration: Up to 8 years  Awarded Consultant Joint Venture:  Norconsult Norge AS - Dr. Ing. A. Aas-Jakobsen AS All submitted bids were from Norwegian consulting firms. The evaluation concluded that the awarded joint venture offered the best overall price-quality ratio. 
This award marks a significant milestone in the development of the Arna–Stanghelle corridor, a major road and railway upgrade project forming part of Norway’s primary east–west transport connection between Bergen and Oslo.
