The Joint venture Impregilo (Italy)/Sa Healy (USA) has been awarded the contract for the construction of a new wastewater collector in Buenos Aires, within the framework of an environmental remediation program of the metropolitan region of the capital. The total value of the project – promoted by Agua y Saneamientos Argentinos SA, the leading operator in water treatment in Argentina, is about EUR360 million. The project includes the collection of wastewater from the Riachuelo plant via a 40 m-deep shaft to be carried to a diffuser on the bottom of the Rio de la Plata through an 11 km-long tunnel with 3.8 m diameter. Agua y Saneamientos Argentinos SA (Aysa) secured to Fisia Italimpianti (Genoa) of Salini Impregilo Group a EUR194.88 million (USD215 million) contract to build Lot 2 of the Riachuelo system in Buenos Aires. The contract includes the development, within a 36-month period, of a pre-treatment wastewater plant and accompanying pumping stations with a capacity of 27 m3 per second that will make it one of the biggest plants of its kind in the world. The project is the second of three lots of the Riachuelo system that will contribute to improving the severe environmental conditions of the Matanza Riachuelo River Basin, guaranteeing flexibility and safety to the water purification system of Buenos Aires and having a direct impact on the health and quality of life of its 4.3 million residents.

To be completed by 2022, the Riachuelo system will treat 2,332,800 cubic metres of wastewater a day. Given its social and environmental importance, the EUR1.09 billion (USD1.2 billion) cost of the system is supported financially by the World Bank.  Visit https://www.fisiait.com/en.  26/19.

The federal Transport Secretariat is considering a proposal from Metro Cí³rdoba, a consortium of Iecsa, Ghella and Alstom, to build a 15.8 km metro network with 17 stations in the city of Cí³rdoba with private finance. Comprising two routes (north-south and east-west) with tunnels 9 m in diameter excavated with TBMs and running at a depth of 9 m below the surface, the project has been costed at USD1.1 billion. An east-west route with 11 stations would run from Avenida Patria under the Suquí­a river to reach the city centre, continuing under Olmos and Colí³n avenues to reach Duarte Quirí³s. With six stations, the proposed north-south route would run under Maipíº and Chacabuco avenues to serve the university campus in the southwest of the city. Open call for bids, deadline 10th April, 2006 for project design, executive design and construction of a 7.09 km tunnel to place underground the Caballito-Liniers section and eliminate 31 level crossings between Liniers and Moreno. The project implies the construction of a 4-track tunnel for double-decker coaches. Refurbishment of the four existing stations in Caballito, Flores, Floresta and Villa Luro is also planned, rebuilding them below ground with a central platform between each pair of tracks to the same destination. The project is estimated to cost USD420 million, plus UDS175 million for the double-decker trains. The Sarmiento line is operated through a concession by Trenes de Buenos Aires (TBA) but the federal government will finance USD110 million and the winning company USD300 million. This bidding process relates to engineering, executive design, construction and financing to place underground the Sarmiento railway line between Caballito and Moreno, including stage I Caballito-Liniers (Ciudadela), stage II Liniers (Ciudadela)-Castelar and stage III Castelar-Moreno. A TBM will be used. The project consists of a 7.1 km tunnel, approx. 11 m in diameter, running under the existing railway route. The tunnel will lie at an average depth of 22 metres to avoid obstacles like sewer mains, rain water and potable water pipes and other utilities or the relocation of public utilities. It will also minimise disruptions and reduce construction times. The tunnel will be bored in three subsequent stages: firstly the section between Caballito and Ciudadela stations, secondly from Ramos Mejí­a to Castelar and thirdly from Ituzaingí³ to Moreno. All the stations on the path will be constructed underground. The new line will allow trains every three minutes, thus increasing significantly passenger capacity and providing more comfortable double-decker carriages. 40/07.The first stage to bury the Sarmiento line between Caballito and Moreno has been commissioned to the Nuevo Sarmiento consortium, formed by the Argentine firm Iecsa, Brazil's Odebrecht, Comsa of Spain and Italy's Ghella, who submitted the low bid. The first section from Caballito to Ciudadela will take 36 months and cost ARS3,367 million. The Ministry of economy has now 60 days to prepare the contract and 10 more days to sign it. The first phase envisions the construction of 9,200 metres of tunnel, the ramps, six stations (Caballito, Flores, Floresta, Villa Luro, Liniers and Ciudadela) and a maintenance workshop. The tunnel will be 11 m in diameter and will be driven by a TBM. The new two-level underground stations will be 225 m long, 25 m wide and 22 m deep.Some 9.7 million passengers travel on the Sarmiento line per month and 370,000 per working day. The tunnel will increase ridership by 40%. The first phase forms part of a larger scheme to build 32.6 kilometres of tunnel under the existing tracks, between Caballito and Moreno, worth a total of ARS10,610 million. The second stage includes the construction of 9,400 metres of tunnel, from Ciudadela to Castelar, and the third phase 14,100 metres up to Moreno. Italferr signed the EUR41 million contract with the Consorzio G&S to be the Main Designer of the Sarmiento Line in Buenos Aires, Argentina. The existing line has an approximate total length of 37 km and connects the Moreno suburban station to the central Once station in Buenos Aires. The line is already operating but is to be fully modernised and equipped with technology that ensures a train frequency of 3 minutes. Flood Mitigation

The Buenos Aires government plans to build the Maldonado Creek rainfall flood mitigation project. The creek currently flows into a rectangular conduit under Avenue Juan B. Justo. The project will alleviate flooding in Villa Crespo and Palermo. It will mainly consist of two flood relief tunnels, each featuring a 6.9 m outer diameter. The longest tunnel, 10 km long, will run under the avenue up to La Plata river. It will be connected to the current conduit in Cuenca and Honorio Pueyrredon. The second relief tunnel, 5 km long, will run under Godoy Cruz from Niceto Vega. It is also planned to build 40 km of secondary ducts to channel rain waters to the new tunnels. Both tunnels will be built using two EPB or mixshield TBMs. The project would require a USD130 million investment, financed by the World Bank. Cross-border Road

The national highway directorates of Argentina and Chile have kicked off the tender process for a feasibility study of a traffic tunnel between the two countries. The tunnel will span centre-north Chile's Region IV and Argentina's San Juan province. Six Argentine firms and six Chilean firms were invited to submit bids under a closed tender process. Offers are due next month and a winner will be selected by June. Names were not released. The tunnel would be built at the Aguas Negras border pass, 4,000 m-high in the Andes mountains, while the alternative would entail fully paving the existing road. Results should be ready by year-end. The tunnel's estimated price tag is US$30 million but the final cost will depend on a number of variables such as geotechnical details and whether the tunnel will be three, four or five km-long. If built, the tunnel will be financed on the two countries' US$400 million border crossings and integration corridors programme. The Inter-American Development Bank approved a US$200 million loan for the programme in December 2000, while the Japan Bank for International Cooperation is providing US$120 million and local counterpart funds the remainder. 18/03.According to a preliminary technical study just submitted, the 14 km tunnel between Argentina and Chile will cost over USD250 million. The idea is to finance the project via a concession. The tunnel would guarantee year-round passage between both countries. The current Aguas Negras border pass, 4,000 m-high in the Andes, is subject to closures during the winter. The tunnel is considered as a key link for pushing forward the bi-oceanic corridor between Chile's Region IV port Coquimbo and Brazilian port Porto Alegre. The project would also include an access tunnel which would be used for maintenance and act as an escape route. 23/04.China and Argentina signed on 29th June an agreement in principle for building a 13.9 km tunnel across the Andes on a visit of president Nestor Kirchner to Beijing. The tunnel, which will cross five Argentinian provinces, will be built some 800 m below the present crossing at Aguas Negras Pass in San Juan. The tunnel, which is part of the central bi-oceanic corridor between Porto Alegre in Brazil and Coquimbo in Chile, is designed to shorten considerably the distance between the Atlantic and Pacific oceans and boost Argentinian soya and fruit exports to China, permitting and all-weather link by avoiding passage through the Cristo Redendor cross-border tunnel in Mendoza between Argentina and Chile, which is sometimes closed during winter thereby crippling hundreds of trucks on both sides of the Andes. The tunnel's cost estimate reaches USD250 million and it will be constructed by China National Overseas Engineering Corp. and the Fourth Engineering Bureau at an estimated time frame of 68 months once the final agreement is signed. The governments of Argentina and Chile received 23 expressions of interest for the bi-tube 13.9 km-long Agua Negra trans-Andean road tunnel project. The companies are from Argentina, Brazil, Chile, China, Italy, Korea and other countries. The tunnel will link Argentina's San Juan province with Chile's Coquimbo region (region IV). Tecnicagua expects bidding to start in September or October 2003 for a 25-year concession to rehabilitate and operate the 232 km Transandina freight railroad linking Mendoza in Argentina with Los Andes in central Chile. The project is estimated to require about US$220 million. Tecnicagua is currently conducting technical studies for the project.
