On 22.05.2017 the first stage of the “TELT at Work” roadshow was held in Turin. TELT is a project that covers the cross-border works for the Lyon-Turin railway line. The TELT roadshow will be held again in Lyon on June 21st and throughout the summer in all the main European capital cities. There are 81 tenders or bids available on 12 operational work sites in France and Italy.
Works (contracts and subcontracts) are expected to involve about 20,000 companies of all sizes and there will be a need for over 8000 workers. 63 of the contracts will be put out for tender between 2017 and 2019 and have a EUR5.5 billion value. Further contracts will be awarded between 2021 and 2022 as per the agreement signed by the European Union.
The 81 tenders involve 12 operational work sites, 9 for crossing the Alps between Italy and France (4 in Italy and 5 in France), 2 for the excavated materials in Italy and Franc and 1 for equipment and technology.
The technical, economic and regulatory details with the timing of when the calls for tenders will go out have been sent to over 230 companies throughout Europe by Mario Virano, general director of TELT.
Calls of tenders, if lower than the EU threshold, will be published directly on the TELT platform and awarded by simplified procedure within 30-45 days. If they exceed the EU threshold, they will be negotiated, restricted and / or open procedure carried out so they can to be awarded within 6 months. The contracts involving environment, safety and equipment will be subject to each countries national rules. Every other kind of contract will follow the French law, which does not limit subcontracting to 30%, nor does it prohibit subcontracting.
