Tender No. 127/2016 - For the Provision of Instrumentation Installation and Monitoring Services for the Tel Aviv MetropolitanMass Transit System - The Turkish Alignment
1. N.T.A - Metropolitan Mass Transit System Ltd. (“NTA”) is a government-owned company,
appointed by the Government of Israel to promote the Tel Aviv Metropolitan Mass Transit System.
2. NTA hereby invites proposal for the provision of Instrumentation Installation and Monitoring
Services for the Tel Aviv Metropolitan Mass Transit System - the Turkish Alignment, as set out in
the Tender Documents.
3. The engagement period for the provision of the Services shall be 36 (thirty six) months, as set
out in and subject to the Agreement. NTA shall be entitled to extend the term of the Agreement
for three (3) additional periods of one (1) year each.
4. The Bidders are required to demonstrate full compliance with the Threshold Criteria set forth in
the Tender Documents, which include the following:
4.1. The Bidder meets all the applicable requirements under the Public Entities Transactions
Law 5736-1976 (applies to legal entities incorporated in Israel or foreign companies
registered in Israel).
4.2. The Bidder is a company lawfully incorporated and validly existing under the laws of the
jurisdiction in which it is organized.
4.3. Between the years 2006-2016, the Bidder has provided Monitoring Services for at least
one (1) Urban Tunneling project of at least 900m length, with a minimum Work Value of EUR
1,500,000; or one (1) Urban Underground Construction with a foot print of at least 10,000
sqm, with a minimum Work Value of EUR 1,500,000.
4.4. The Proposed CMDB meets the conditions and specifications set out in the CMDB
Requirements attached as Form 8 to the Tender Documents.
4.5. The Key Personnel presented by the Bidders are required to demonstrate full compliance
with the Threshold Criteria set forth in the Tender Documents, which include the following:
4.5.1 The Monitoring Engineer shall be required to have an academic degree in
engineering, survey or geology (or an equivalent thereof).
4.5.2 The Monitoring Engineer shall be required to have at least eight (8) years of
experience during the 15 (fifteen) years preceding the Bid Submission Date, in
geotechnical and structural Monitoring Activities.
4.5.3 Between the years 2006-2016, the Monitoring Engineer has worked for a minimum
period of 12 (twelve) months, as a leading monitoring engineer, in at least one (1)
Urban Tunneling project of at least 900m length; or one (1) Urban Underground
Construction with a foot print of at least 10,000 sqm.
4.5.4 The Database Manager shall be required to have at least five (5) years of experience
during the ten (10) years preceding the Bid Submission Date, as database operator
or administrator in geotechnical and Monitoring Activities databases.
4.5.5 The Monitoring Surveyor shall be required to have an academic degree in surveying
(or an equivalent thereof).
4.5.6 The Monitoring Surveyor shall be required to have at least five (5) years of
experience during the ten (10) years preceding the Bid Submission Date, in
geotechnical and structural Monitoring Activities, in Urban Tunneling or Urban
Underground Construction projects.
4.5.7 The Monitoring Surveyor shall be required to have at least two (2) years of
experience during the ten (10) years preceding the Bid Submission Date, in
installing and operating the guidance software of Automated Total Station systems.
5. It is hereby clarified that the list above is a non-exhaustive list of the Threshold Criteria, and the
Threshold Criteria are as specified in the Tender Documents.
6. A username and password allowing access to the full set of the Tender Documents on NTA’s FTP
server (via NTA’s file server at: http://ftp.nta.co.il) shall be issued to the Bidder within 96 hours
from NTA’s receipt of the Bidder’s request to receive access to the Tender Documents, that shall
be submitted to NTA’s E-mail: Tendersq@nta.co.il.
7. Tour at the project site will be held on Thursday, 22 September 2016, on the time that shall be
notified in advanced to Bidders which requested to participate in such tour, all subject to and in
accordance with the Tender Documents (including NTA’s right to reschedule or cancel the tour).
The participation in such tour is voluntary.
8. The Bidders may raise questions and clarification requests to the Tender Documents, by
submitting a written request to NTA’s E-mail at: Tendersq@nta.co.il, no later than Thursday,
29 September 2016, 12:00 pm (Israel time).
9. All Bids must be submitted to the Tender Box located at NTA’s offices, at 26 Harokmim St.
Holon, Israel - Building A, 9th floor by Wednesday, 26 October 2016 12:00 pm (Israel time).
The Bidders are responsible for receiving a confirmation from NTA for the submission of the Bid.
It is clarified that submission of the Bids by mail is not allowed.
10. The tender detailed herein is a Tender with Two-Stages Evaluation, as defined under the
Mandatory Tender Regulations 5753-1993.
11. NTA reserves the right to hold negotiations and a “Best and Final” stage with the Bidders (or part
of the Bidders), all as provided under the Tender Documents.
12. In any event of contradiction between this notice and the Tender Documents, the Tender
Documents shall prevail.
13. Any term not defined herein shall have the meaning ascribed to it in the Tender Documents.
