The Norwegian Public Roads Administration (Statens vegvesen) and Bane NOR have awarded what is described as the largest consultancy framework agreement in Norway’s history to the Norconsult Norge AS / Dr. Ing. A. Aas‑Jakobsen AS joint venture. The contract, valued at NOK 2.2 billion (EUR 190.15 million), VAT excluded, covers engineering consultancy and design services for the Arna–Stanghelle Joint Project, one of the most ambitious road‑rail tunnel programmes ever undertaken in the country.
A Nationally Significant Safety‑Driven Tunnel Programme
The Arna–Stanghelle corridor, located in Vestland county between Bergen and Vaksdal, is notorious for its landslide‑prone terrain, low‑standard infrastructure, and repeated closures affecting both the E16 highway and the Bergen Line railway. The new integrated project aims to deliver a safer, faster, and more reliable connection between eastern and western Norway.
The scale of the tunnelling works is exceptional. The joint project includes approximately 80 km of tunnels, comprising:
- Three new road tunnels on the E16
- Two new railway tunnels
- Junction ramp tubes
- Evacuation tunnels
- Temporary crosscut tunnels
These figures make Arna–Stanghelle the largest tunnel project in modern Norwegian transport history.
A Record‑Breaking Consultancy Contract
The awarded framework agreement stands out for its exceptionally high value, long duration, and extensive scope. The contract:
- Has a duration of up to eight years
- Covers full engineering design, preparation of tender documentation, and support during construction
- Requires advanced model‑based design, digital engineering, and sustainable solutions
Statens vegvesen emphasised that the agreement is “the largest ever announced in Norway,” reflecting the complexity and national importance of the project.
Project Timeline and Funding
The Arna–Stanghelle project is fully financed under Norway’s National Transport Plan 2025–2036, with construction scheduled to begin in 2026 and the new infrastructure expected to open in 2039.
Financing was formally approved by the Storting (Norwegian Parliament) in June 2025, clearing the way for procurement and early‑phase works.
A Transformational Corridor for Norway
Once completed, the new E16 and upgraded Bergen Line section will:
- Eliminate some of Norway’s most hazardous landslide zones
- Reduce travel times
- Improve freight reliability
- Provide a modern, resilient transport artery between major regions
