Contract Description

The contracting authority has directly awarded a supplementary contract for additional works related to the design, construction, financing, and maintenance of the first and second Coentunnels. The original contract was concluded in 2008 and remains in force until 21 December 2037.

The supplementary award was made under a negotiated procedure without prior publication, as only the original contractor possessed the specialist technical expertise and system knowledge required to safely and efficiently carry out the additional scope.

Scope of Supplementary Works

The additional services form part of the contractor’s availability and maintenance obligations and include works related to:

• Tunnel design and integrated systems

• Control software and operational systems

• Mechanical and electrical installations

• Interfaces between tunnel subsystems

• Safety and monitoring structures

Justification for Direct Award

Only the incumbent contractor had the necessary:

• In-depth knowledge of the original tunnel design

• Proprietary software and system interfaces

• Integrated safety systems and operational structures

Assigning the works to a third party would have resulted in disproportionate time delays, increased costs, safety risks, and potential contractual and operational disruptions. Substitution would have jeopardised service continuity, tunnel safety, and compliance with availability requirements.
