PROJECT DESCRIPTION
The SST04 Cloudburst Tunnel forms a central element of Greater Copenhagen’s long‑term climate adaptation strategy. The project will divert excess stormwater and combined sewer flows into a new deep tunnel system, reducing flood risk in densely populated districts during extreme rainfall events.
The scheme includes:
Diversion of surplus stormwater from four municipalities into a new cloudburst tunnel
Temporary underground storage when tunnel capacity allows
Pumping of stored water to the Lynetten wastewater treatment plant via a new discharge pipeline
Controlled emergency overflow to the Øresund via a new outfall at Fiskerihavnen/Skudehavnen during extreme events
The works will be executed predominantly in dense urban areas with limited space, heavy traffic and complex stakeholder interfaces.

SELECTION CRITERIA (Mandatory and Weighted)
Financial Requirements:
• Minimum average annual turnover: DKK 4 billion (last 3 years)
• Minimum average solvency ratio: 25%
• Positive average profit margin (last 3 years)
Technical Requirements:
• Up to 10 reference projects covering 12 technical categories (A–F)
• References may be up to 10 years old due to limited comparable mega‑projects
Mandatory Competencies:
• Segmental tunnel construction (with design responsibility)
• Pipe jacking (with design responsibility)
• CSM‑regulated railway crossings (CSM‑RA compliant)
• Deep shafts using diaphragm walls or secant pile walls (≥1000 mm, ≥15 m depth)
• Complex utility diversions in high‑traffic corridors
• In‑situ concrete works for shafts and pumping stations
• Experience in comparable ground conditions
• Full lifecycle project management from award to handover
