The City of Helsingborg issued an RFI (Request for Information) to examine how the private sector would build a permanent link between Helsingborg and Helsingor.
The project will involve:
1) a 10 km passenger train connection– 7 km of which will be in a tunnel - between Helsingborg C and Helsingor station. The double track connects to Helsingborg C and the Vastkustbanan (West Coast Line) from the south to enable smooth traffic with trains from the north. The double track connects to Helsingor station from the north for further train traffic south towards Copenhagen.
2) a 16 km motorway connection - 12 km of which will be in a tunnel - connecting to the existing road network at the Sodra interchange in Helsingborg and the Helsingor motorway in Snekkersten south of Helsingor.
The RFI asks how business can, in accordance with the DBFOM (Design, Build, Finance, Operate and Maintain) model, help build a permanent link between Helsingborg and Helsingor. It is not a formal procurement. Nor is it binding on either the questioner (the City of Helsingborg) or the respondents (companies and businesses). The answers will complement the joint strategic analysis previously conducted by a Swedish and a Danish government agency. The answers will also form the basis for a final decision on how a permanent link will be built. This decision will be taken after the Swedish Transport Administration has conducted its in-depth study.
