Transport for London (TfL) has published a Preliminary Market Engagement (PME) notice for the Docklands Light Railway (DLR) Thamesmead Extension Programme (TEX). The intention is to establish appetite and to harness expertise from the industry to help develop a suitable strategy for delivering all the works comprised in this Programme.
The Thamesmead Extension Programme (TEX) proposes 3km extension from Gallions Reach to Thamesmead via Beckton Riverside, including a twin-bore 1.5km tunnel under the River Thames. It would also include new stations at Beckton Riverside and Thamesmead.
It is anticipated that this Preliminary Market Engagement (PME) will include a Supplier Industry Day and a Market Sounding Questionnaire (MSQ).
This Preliminary Market Engagement exercise is being managed electronically on TfL's e-Tendering portal SAP Ariba. Interested parties should register on SAP Ariba in the first instance.
The TEX Supplier Industry Day is scheduled to take place on 02 December 2025, 09:30 - 12:30, at 1, Park Crescent, London. Suppliers that are registered and form part of the Preliminary Market Engagement exercise in SAP Ariba (as per above instructions) will be issued with a link to register for Industry Day attendance via this portal. Suppliers are asked to complete the registration form before 5pm on 25 November 2025. Please note that a maximum attendance of 3 persons per respondent will be allowed.
The Market Sounding Questionnaire (MSQ) will be issued via the Preliminary Market Engagement exercise in SAP Ariba by 5 December 2025 following the TEX Supplier Industry Day. The deadline for responses is 31 January 2026 at 6:00pm. This is 8 weeks following the Supplier Industry Day.
Estimated publication date of tender notice: 1 June 2026. Value of contract EUR1.53 bn (GBp1.35 bn), excluding VAT. Duration of contract from 1 March 2027 to 31 December 2033.
