The Nepal Infrastructure Development Company (NIDC) that conducted the detailed project report (DPR) of the Kathmandu-Hetauda tunnel highway couldn’t come up with convincing plans for a concession agreement with the government. The government refused to sign after the company failed to show funding sources for development of the project and couldn’t demonstrate a strong payback plan.
