Market dialogue is ongoing about how a fixed €5bn HH connection can be implemented - Denmark - Sweden

Press Release - In autumn 2022, the city of Helsingborg went out to the market with an international RFI (Request for Information) to collect proposals on how a fixed connection between Helsingborg and Elsinore can be realized. The aim was to get business proposals for smart solutions for planning, construction and financing at an early stage. Responses from business have now been received and the market dialogue has begun.

During the month of February, dozens of companies, including several world-leading players in the construction and infrastructure sector, presented their proposals on how a fixed HH connection can be designed, financed, built, operated and maintained.

Among the companies that presented proposals for solutions are Spanish TYPSA, French Bouygues Construction, Turkish Gülermak Heavy Industries Construction & Contracting Co. Inc as well as Swedish Skanska and Infranord AB.

Ellen Dahl, regional policy manager for Halland and northern Skåne at the South Swedish Chamber of Industry and Commerce, participated in several presentations and confirms the great commitment from companies that submitted responses.

The response to the RFI announcement has been very positive. We have received responses from nearly 20 companies from different parts of the world. The overall response is proof that the infrastructure sector sees a fixed HH connection as a realistic and feasible project. The insights from the answers we received show, among other things, that there are several alternative routes for the project and ways to cut costs, says Ellen Dahl.

The starting point for the RFI process has been the strategic analysis that the Swedish Transport Administration, together with the Vejdirektoratet (Danish Road Directorate) and the Ministry of Transport, Building and Housing, presented in 2021. The responses received include options for everything from financing the project to planning and construction.

The presentations have given us very important input on everything from major issues such as the route of the connection and various financing models to technical details for construction and operation. Not least we have learned important lessons about how similar large tunnel projects have been financed and built in other countries, says Ellen Dahl.

The information received from the business community will be compiled during the spring and presented to, among others, the Trafikverket Swedish Transport Administration and the Ministry of Rural Affairs and Infrastructure. At the same time as the RFI process, the Swedish Transport Administration is carrying out an in-depth investigation regarding a fixed connection between Helsingborg and Helsingör.

Fixed connection Helsingborg - Helsingör. A fixed connection for passenger trains and road traffic in tunnels connects Helsingborg and Helsingör. A passenger train connection connects two centers with direct trains and creates increased accessibility to Copenhagen and the continent. The motorway connection leads traffic outside the city centres, which creates potential for urban development in attractive locations, a better urban environment and increased accessibility to the continent.
