A1 motorway between Vitoria-Gasteiz and Eibar requires 11 m-diameter twin-tube NATM tunnels using bolts, mesh, steel arches and sprayed concrete. Lezarri 1.22 km and Gallastegi 2.34 km are in sandstone, flysch and limestone, and 12.5 m-diameter Eitza 720 m-long in black siltstone, grey calcareous sandstone, volcanic and basalt rock. This 10 km section will be the costliest road infrastructure in Gipuzkoa province with EUR205 million. It includes the 3,377 m Arlaban tunnel, the 400 m Zarimutz tunnel and five viaducts. To avoid any delay, the Gipuzkoa province will fine the builders. The contract stipulates that every day behind schedule, the builders will pay a EUR200,000 fine, which is EUR6 million a month.
