The contract scope is a total of 13 km - because parts of the current E6 are being maintained as they are – and it has been divided into three lots:  Oksfjordhamn — Tverrelva (Lot 1), Tverrelva – Sandneselva (Lot 2) and Sandneselva – Karvik (Lot 3). 

In total, the project consists of: 

• two tunnels, with a combined total of 5.6 km (including the portals):  the 2.1km Mettevoll Tunnel/Mettevolltunnelen (assessing possible shortening of the tunnel and other measures for landslide protection in the area);  the 3.5 km Kvænangsfjell Tunnel/ Kvænangsfjell tunnelen 

• open air road totalling approx. 7 600 m; 

• construction of Suselva [the Sus River]; 

• improvement of two tight curves between Rakkeneslia and Sørstrømmen.

The tenderer must have sufficient experience of a relevant nature and complexity for

the following works:

1: The main disciplines included in the assignment are:

-Electrical power, Ecom and automation in tunnel systems

-Blasting of rock chambers and back ripping in the tunnels, protection works, water and,

frost prevention, building and concrete works, Surface Water/Water and Sewage, ditch works

The tenderer must himself have experience from the execution of the central works listed

above. It is not sufficient that a tenderer only has experience from managing

sub-contractors' execution of the central works. If the tenderer only has

experience from for example managing sub-contractors, the tenderer must rely on other

businesses having the required experience from the execution of the relevant central

Works. See B2 point 4.1.

NPRA and other builders' experiences with the tenderer will be appraised.

The tenderer must have an HSE system that satisfies the requirements in the Regulations on Systematic

Health, Safety and Environment work in businesses (the Norwegian Internal Control Regulation) The system

will be subject to regular revisions.

Tenderers, and the sub-contractors the tenderer relies on for complying the requirement for technical and

professional qualifications in B2 point 2.4. c.f point 4.1, must have an average H2 score

lower than 12 for the previous three years.

If the H2 score is higher than 12, an account must be given of the development tendency of the H2

score. In such cases the contracting authority makes an overall evaluation based on

the tenderer's statement, and based on this still be able to qualify

the tenderer on this point. Specific incidents and trends that are described in the statement

will be emphasized in the overall evaluation. If the tenderer is a working partnership (supplier consortium), the requirement applies to each

the participants in the partnership.

The tenderer must be certified in accordance with ISO 14001 (2015), EMAS (the EU Eco-Management

and Audit Scheme for environmental management), or the Eco-Lighthouse scheme, with relevance to

equivalent road projects

Tenderers must have the sufficient experience of a relevant nature and degree of difficulty from the following central work:

- Blasting work for rock chambers and back ripping in tunnels, safety work, water and frost protection, technical construction, portal work, ditch work.

- Traffic deviation, follow-me vehicle on the E road network

Tenderers must themselves have experience from the execution of the central work mentioned above. It is not sufficient if a tenderer only has experience from, for example, managing sub-contractors' execution of the central work. If a tenderer only has experience from, for example, managing sub-contractors, the tenderer must rely on other companies that have the required experience from the execution of the relevant central work, see B2, point 4.1.

NPRA and other builders' experiences with the tenderer will be appraised

The tenderer must have an HSE system that satisfies the requirements in the Regulations on Systematic

Health, Safety and Environment work in businesses (the Norwegian Internal Control Regulation) The system

will be subject to regular revisions

Tenderers, and the sub-contractors the tenderer relies on for complying the requirement for technical and

professional qualifications in B2 point 2.4. c.f point 4.1, must have an average H2 score

lower than 12 for the previous three years.

If the H2 score is higher than 12, an account must be given of the development tendency of the H2

score. In such cases the contracting authority makes an overall evaluation based on

the tenderer's statement, and based on this still be able to qualify

the tenderer on this point. Specific incidents and trends that are described in the statement

will be emphasized in the overall evaluation. If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.

-Tenderers must be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management

and Audit Scheme for environmental management), or The Eco-Lighthouse scheme, with relevance to

Prior information notice for interested tenderers that can receive blasted stone from the E16 Nærøydal tunnel. The Norwegian Public Roads Administration has a large excess of matter that must be disposed of from the construction of the E16 Nærøydal tunnel on the stretch between Holland - Slæn in Aurland and Voss. A large part of the tunnel goes through anorthosite, which can be used for different purposes construction and industry. A total of approx. 700,000 pam3 blasted rock from the tunnel is to be disposed of, i.e., everything that NPRA cannot use itself in road construction at both ends.   

The project aims to have a construction start in autumn 2023, and a tunnelling period of approx. 2 years, but the start-up date depends on when the Norwegian Parliament approves permission for the project, and this can be delayed. The following 4 suppliers AF Gruppen Norge AS, Implenia Norge AS, Skanska Norge A and JV Salini Impregilo SpA /Impresa Pizzarotti & C SpA, have sent requests to participate in the competition to build a new E16 between Bjorum and Skaret.  The 8.4km new 4-lane highway project extends from Bjorum in Baerum municipality to Skaret in Hole municipality. The speed limit is 100 km / h.

The project includes 2 motorway junctions,  Bukkesteinshogda (790 m) and Sollihogda (3310 m) tunnels, 10 bridges, up to 220 m long, 3 million m3 of mass will be moved.

The old E16 will be converted into a local road, with associated pedestrian and cycle paths.

Skanska Norge AS from Oslo secured the EUR293.27 million (NOK3,02 bn) contract, excluding VAT, for engineering design services for and the construction of an 8.4km new 4-lane motorway and accompanying work on the stretch of the E16 Bjorum - Skaret. The area consists of 4.2 km open air zone with high rock cuttings along large parts, includes Bukkesteinshogda (790 m) and Sollihogda (3310 m) tunnels.
