Call for tenders imminent in OJEC for project and construction of the Pajares tunnels for €1.08 billion with time frame of five years. The Spanish OJ has already invited tenders twelve days only after approval by the government. The Pajares bypass consists of two twin tunnels of 24.6 km each to connect Asturias with the centre of Spain through León. Construction of the tunnel will be divided into four contracts. The Ministry of development has approved the project for the Léon Asturias high speed line, section La Robla-south portal of the Pajares tunnels near Pola de Gordón. This 9.44 km section includes six tunnels totalling 4,089 m and three viaducts. Construction budget: €118.6 million. Seven candidates have bidded for Lot 1 of the Pajares tunnels, section Pola de Gordón-Folledo. Lot 1 is for the construction of two single-track tunnels of 10.5 km each and associated underground structures, with an estimated cost of €403 million. The bidders are OHL and, in JV, Corsán-Corviam, Coprosa and Comsa; Ploder and Vinci; Dragados, ACS and Obras Subterráneas; Aldesa, Tableros y Puentes, Construcciones Paraño and Construcciones Sando; FCC and Necso; and Ferrovial with Sacyr. Tenders lapsed on 30th April, 2003 and it is planned to open the financial bids on 16th May. Tenders lapsed on 7th May, 2003 for the submission of bids for Lot 2, section Folledo-Viadangos (4 km). This section is valued at €306 million and includes two twin tunnels and other underground works. The bidders are the same as for Lot 1.Bids for the two remaining contracts are due in May 2003. Contract 1 of the Pajares tunnels, section Pola de Gordón-Folledo, has been awarded to a JV of FCC and Necso for €531.7 million. Contract 1 includes the construction of two 10.5 km tunnels. The JV will build the Folledo access adit (1,950 m), to be mined by conventional means and a 60 m cut-and-cover tunnel at the portal, both to be completed during the first 14 months of the project, concurrently with a 230 m open cut to access to the portals on the León side. Once this is completed, four months will be needed to mine the Folledo cavern using conventional means. This cavern is necessary for geological reasons at the junction between the access adit and the future tunnels. The TBMs will be assembled in the cavern to drive 8 km of tunnels uphill until the portals located on the León side. Time frame: 32 months. At the same time, from the cavern, 2 x 2.5 km of tunnel will be excavated by conventional means heading downhill. Finally, 40 m-long cut-and-cover tunnels will be built at the León portals. The project also encompasses the building of the cross passages between the twin tunnels. The first stretch of this tunnel will be driven by conventional means and then with the TBM driving upwards to connect with Contract 2.Contract 4 has been commissioned to Copcisa, Fernández Constructor, AZVI and Constructora Hispánica for €220.42 million. Times frames are four months for design, 18 months for assembly of the TBM and 58 months for construction. Contract 4 also starts in Viadangos and ends in Telledo. It comprises of the west tunnel starting on the Asturian side. It also includes the construction of cross galleries between the two bores.The two single-track Pajares tunnels, 25 km in length, will feature a minimum cross section of 52 square metres. Cross passages will be drilled every 400 metres and a place for connection between the two main tunnels, located about half-way, will be excavated to allow trains to swap tracks if needed and for maintenance and emergency.According to planning, work will be completed in 2009. Then, track laying, electrification, signalling, safety and communication equipment work will commence. This will take one year to complete so that the tunnels will be commissioned in 2010. The Consortium composed of Indra (35%), Alstom (35%) and Constructora San Jose (30%) has awarded Zitron with the supply and commissioning of the tunnel ventilation system for the 25 km High-Speed Rail twin-tube tunnels of Pajares.
The project includes a longitudinal system, comprising the installation of 212 jet fans, distributed throughout the tunnels. These units are designed and certified to work at 400ºC during at least two hours and are completely made of 316L quality stainless steel to withstand the harsh environmental conditions of the tunnel. In addition, special attention has been paid to their reinforced design, as they must be able to withstand pressures of up to 10,000 Pa produced by the piston effect of high-speed trains.
