Contract Description

SBB CFF FFS has awarded a contract for the preliminary design (SIA Phase 31) of a new double-track railway line between Morges and Perroy, located in the Cantons of Geneva and Vaud.
The contract has been awarded to Lombardi SA Ingegneri Consulenti, based in Giubiasco, and forms part of a strategic rail capacity and connectivity enhancement programme in western Switzerland.


Scope of Services

The contract covers preliminary design services for a new railway alignment, including the following main components:

• New double-track railway line between Morges and Perroy
• Approx. 3 km connection from the Morges station exit to Boiron
• Approx. 6 km tunnel section
• Connection on the Perroy side, including an approx. 5 km overpass
• Additional connection works on the Allaman side

Services include alignment studies, civil and structural concept design, tunnel design concepts, interfaces with existing rail infrastructure, and associated technical documentation in accordance with SIA 31 requirements.

Rijkswaterstaat has awarded a supplementary contract with a value of EUR 3.46 million to The Coentunnel Company (CCY), a consortium consisting of Mobilis, Dura Vermeer, and Besix.
The award relates to the existing contract signed in 2008 for the design, construction, financing, and maintenance of the first and second Coentunnels, which remains in force until 21 December 2037.


Scope of Works

The supplementary works form part of CCY’s ongoing availability and maintenance obligations and include additional activities associated with:

• Tunnel software and control systems
• Technical installations
• Safety systems and structures
• Integration with existing tunnel infrastructure

The contracting authority determined that only CCY possesses the required technical expertise and system knowledge to carry out these works safely and efficiently. Transferring the scope to a third party would have resulted in disproportionate time and cost implications, increased safety risks, and potential disruption to tunnel operations.
