Transport for London (TfL) has launched the second phase of a public consultation, deadline 01.02.2013, on a proposed package of new Thames crossings in east and southeast London, which includes the Silvertown tunnel, a road tunnel running between the Greenwich Peninsula and Silvertown, and the Gallions Reach Ferry, a new vehicle ferry running between Thamesmead and Beckton.
TfL received nearly 4,000 responses to the initial consultation, which started on 06.02.2012 and ended on 05.03.2012. Over 80 percent of respondents supported the Silvertown Tunnel, and over 60 percent supported the Gallions Reach Ferry.

The Spain-based Cintra Global, Germany's Hochtief PPP Solutions GmbH and the joint venture of Sweden's Skanska and Austria-based Strabag are the three companies shortlisted to design, finance, build and maintain the Silvertown tunnel under the River Thames to the east of London. Value of the project is EUR1.16 bn (GBP1bn). The construction of the new twin-bore tunnel, designed with twin 11.45-meter tunnels and driven by TBMs, would begin in 2019, subject to final planning approval by Secretary of State.
The tunnel would then open in 2023, helping to ease the current serious traffic congestion at the Blackwall Tunnel.
As part of the tender, all contractors will be required to deliver a range of measures to reduce construction impacts. A six month planning review into the plans for the tunnel is currently underway and a decision is expected by the Secretary of State in autumn 2017. On the 30th of May 2019, Transport for London (TfL) confirmed that
the Riverlinx consortium, comprising of Aberdeen Standard Investments, BAM PPP
PGGM, Cintra, Macquarie Capital and SK Engineering & Construction (SK
E&C), has been nominated as the preferred bidder to build the 1.4km long
and 10.9-m-diameter twin-bore Silvertown tunnel. Which will be a new river
crossing under the Thames in east London. The tunnel, which is set to be open
in 2025, will link the Greenwich Peninsula on the south bank to the Royal Dock,
just east of the Canary Wharf. The consortium will maintain the tunnels for 25

Transport for London (TfL) signed the EUR1.17 billion (GBP1 billion) Design, Build, Finance and Maintenance contract in favour of the Riverlinx consortium. They will construct and maitain the proposed twin-bore Silvertown Tunnel – a new river crossing under the Thames in east London, which is set to be open in 2025. Keltbray, a leading UK specialist engineering business, has secured the contract to provide key environmental solutions on the Silvertown Tunnel, on behalf of Transport for London (TfL) and Riverlinx CJV (Ferrovial Construction, BAM Nuttall & SK Ecoplant). Zitron will supply the tunnel ventilation equipment for EUR1.17 bn (GBP 1bn) Silvertown tunnel project, including a 1.4-km twin-bore road tunnel under the River Thames as well as 0.6-km of access ramps.
