Kier Highways Ltd from Manchester secured the EUR 237,06 million (GBP200 million) contract, excluding VAT,  for the maintenance and management contract for Transport for London (TfL) Road Tunnels and Pumping Stations.

This contract relates to the maintenance of TfL’s road tunnels and highway pump stations. The requirement involves cyclic and routine maintenance including renewals, safety inspections, cleaning, mechanical, electrical and control activities associated with tunnel, Intelligent Transport Systems (ITS) and pump station apparatus.

This contract interfaces with the London Highway Maintenance and Projects Framework (the subject of Contract Notice 2019/S 120-292911) and therefore will align with the Framework term of 8 years, with an option to extend up to a further 4 years.

The contract scope includes:

• maintenance of tunnel communications and traffic equipment associated with the tunnels such as closure barriers, traffic signals, traffic detection loops, over-height vehicle detectors, lane control signs, variable message signs, enhanced message signs, matrix signs, Closed Circuit Television (CCTV) cameras (analogue and digital cameras, columns and mounting systems and associated encoding and transmission equipment), emergency roadside telephones, video automated incident detection cameras, local CCTV and incident recording equipment, radio rebroadcast with break-in facilities, loud speaker public address (PA), leaky feeder and antenna based radio communication systems for the re-broadcast domestic Frequency Modulation (FM), Amplitude Modulation (AM), Digital Audio Broadcasting (DAB) services, emergency service radio systems, and Private Mobile Radio (PMR) systems;


• maintenance of all mechanical and electrical apparatus in the tunnels and 106 pump stations;

• leading, managing and carrying out the planned preventive maintenance programme and works;

• maintenance of IP network infrastructure made up of fibre optic and coper cabling and managed switches handling, Multicast Internet Protocol (IP), Voice over Internet Protocol (VoIP), Virtual Local Area Network (VLANS), Quality of Service (QoS);

• liaising and co-ordinating with TfL for tunnel operations, tunnel control and traffic management;

• cleaning the tunnels, independently mounted traffic equipment and pump stations for safe operation;

• monitoring and responding to all faults and incidents using TfL’s fault management system;

• providing vehicle recovery services at specified tunnels;

• carrying out safety inspections and checks;

• maintaining asset inventory and condition data;

• carrying out minor capital renewals;

• corrective maintenance and fault rectification, including 24/7 emergency response to incidents;

• replacement of redundant apparatus;

• decommissioning and removal / disposal of redundant apparatus;

• reinstatement of damaged apparatus;

• compliance with health and safety duties and requirements;

• civil engineering works associated with on-street tunnel outstation assets; and

• any ancillary or incidental works, services or supplies related to the scope described above.

The tunnels in scope under this contract are:

• A102 Blackwall Northbound;

• A102 Blackwall Southbound;

• A101 Rotherhithe;

• A12 Green Man;

• A12 George Green;

• A12 Eastway;

• A3211 Upper Thames Street;

RiverLinx CJV, the joint venture comprising Ferrovial, BAM Nuttall and SK E&C, has appointed Barhale from Walsall (UK) to divert the two twin 1400mm water mains, which would otherwise clash with the proposed route of the EUR1.18 bn (GBP1 bn), 1.4 km twin-bore Silvertown tunnel under the River Thames. Awarded the €1.5billions contract for design, engineering, procurement, manufacturing, installation, assembly, testing, commissioning and maintenance of HVDC electrical interconnector between Norway and the UK – Cable System.

The North Sea Network (NSN) Link, the first electricity link between UK and Norway, was contracted to two cable suppliers, Prysmian and Nexans, to deliver the cable needed for the 740 km route.  The converter stations in both UK and Norway will be delivered by ABB

Prysmian will supply and install 950 km of submarine and land cables for the UK and Norwegian North Sea sections of the route.

Nexans will supply the fjord, tunnel and lake sections (lot1), as well as the onshore connection in Norway. They will design and manufacture 500 km of HVDC cables at their Halden plant.

ABB will supply the high voltage direct current converter stations at the UK and Norwegian ends of the link. National Grid has agreed a six-year contract with Hochtief (50%)-Murphy (50%) Joint Venture (HMJV) to deliver the tunnelling and shaft work of the second phase of its London Power Tunnels (LPT2) project in a contract worth around EUR470,44 million (GBP400 million).  Work is scheduled to start in March next year. The EUR1.18 bn (GBP1bn), eight-year project will see the construction of a 32.5km tunnel which will house electricity transmission cables 30m underground. National Grid has awarded Balfour Beatty the EUR 60.88 million (GBP52 million) contract to deliver essential cabling works as part of the London Power Tunnels 2 project. Works will include installing 200km of 400kV cables within a 32.5-km tunnel network, deep below the ground between Wimbledon and Crayford.

Scottish Water is shortly expected to announce a joint venture of Costain and Vinci as preferred bidder to design and build a 3-mile long sewer tunnel in Glasgow. The 4.5 m-diameter Shieldhall tunnel in Glasgow will be driven at depths of between 10m to 30m and will run through an area of old mine workings, raising potential technical problems. The old workings will be grout filled before tunnelling can start. The Costain/Vinci team will excavate six shafts for the tunnel drive, which is expected to advance at 10 m/day. They will then need to connect the tunnel at both ends to the existing sewer network. The wastewater tunnel in the south of Glasgow forms part of the biggest upgrade of the city’s waste water network in more than a century and will run between Queen’s Park and Craigton Industrial Estate via Pollok Park and Bellahouston Park. The JV Costain/Vinci Construction Grands Projets has been awarded an EUR109.44 million contract by Scottish Water to construct the Shieldhall tunnel in Glasgow. The Shieldhall tunnel will be Scotland’s largest wastewater tunnel, 4.70 m-diameter and 5 km-long, and will form part of the biggest upgrade of Glasgow’s waste water network in more than a century. Transport for London (TfL) has launched the second phase of a public consultation, deadline 01.02.2013, on a proposed package of new Thames crossings in east and southeast London, which includes the Silvertown tunnel, a road tunnel running between the Greenwich Peninsula and Silvertown, and the Gallions Reach Ferry, a new vehicle ferry running between Thamesmead and Beckton.

TfL received nearly 4,000 responses to the initial consultation, which started on 06.02.2012 and ended on 05.03.2012. Over 80 percent of respondents supported the Silvertown Tunnel, and over 60 percent supported the Gallions Reach Ferry.

Subject to planning permission and funding, the earliest opening date for the proposed river crossings are 2017 for the Gallions Reach Ferry and 2021 for the Silvertown Tunnel. The Spain-based Cintra Global, Germany's Hochtief PPP Solutions GmbH and the joint venture of Sweden's Skanska and Austria-based Strabag are the three companies shortlisted to design, finance, build and maintain the Silvertown tunnel under the River Thames to the east of London. Value of the project is EUR1.16 bn (GBP1bn).  The construction of the new twin-bore tunnel, designed with twin 11.45-meter tunnels and driven by TBMs, would begin in 2019, subject to final planning approval by Secretary of State.

The tunnel would then open in 2023, helping to ease the current serious traffic congestion at the Blackwall Tunnel.

As part of the tender, all contractors will be required to deliver a range of measures to reduce construction impacts. A six month planning review into the plans for the tunnel is currently underway and a decision is expected by the Secretary of State in autumn 2017. On the 30th of May 2019, Transport for London (TfL) confirmed that the Riverlinx consortium, comprising of Aberdeen Standard Investments, BAM PPP PGGM, Cintra, Macquarie Capital and SK Engineering & Construction (SK E&C), has been nominated as the preferred bidder to build the 1.4km long and 10.9-m-diameter twin-bore Silvertown tunnel. Which will be a new river crossing under the Thames in east London. The tunnel, which is set to be open in 2025, will link the Greenwich Peninsula on the south bank to the Royal Dock, just east of the Canary Wharf.
