A U.S.-Turkish consortium has been awarded a contract by State Hydraulic Works of Turkey for the design phase of Alpaslan II Dam and Hydroelectric Power Plant Project. The value of the design phase contract is $6.98 million. The consortium will negotiate another contract for the construction phase of the project, which is estimated to cost $500 million. This project is one of nine hydroelectric projects included in the 1998 US-Turkey Energy Protocol initiated by the U.S. Department of Commerce and the Republic of Turkey Ministry of Energy and Natural Resources. They were constructed by the Herrenknecht 6.54 m EPB using a VMT guidance system and lined with 1.2 m-wide, 5.7 m elastomeric-gasketted precast concrete 7 + 1 rings. Average advance was 19.2 m/day on the fourth drive with a maximum of 28.8 m or 24 rings in 2 x 12 h shifts. Measured settlements were less than the 10 mm allowable.   Marmaray crossing mooted at $650 million for 13.3 km including 1.8 km immersed tube joining Yenikapi with Sogutlucesme. Four year construction period. August 1998.   First US$117 million tranche of Japanese funding for the cross-Bosphorus rail link has been released to finance consultants to oversee design and tendering of the project and preliminary construction work. Japan's Overseas Economic Cooperation Fund (OECF) has already agreed to provide US$866 million for the US$1.6 billion project. The 13.3 km-long Bosphorus crossing will be combined with upgrading of the existing TCDD suburban lines to create a 76.3 km-long high-capacity railway across the Istanbul conurbation from Gebze to Halkali.
