The tender documentation is for contract E03, which comprises the southern section of the main tunnels from Harestad to the Kvitsøy contract. The E03 Contract comprises the southern section of the Rogfast tunneling works. The Rogfast tunnel consists of 2 single direction undersea tunnels, from Harestad in the Randaberg municipality to Laupland in the Bokn municipality, with interconnecting passages, and a connecting tunnel as well as some local roads for the island of Kvitsøy. II.2.4)Description of the procurement:

The E03 contract comprises the southern section of the tunneling works, with approximately 9 km of twin tunnels, the tunnel is to be driven with a grade of 5%. An earlier preliminary works contract has established an access tunnel between the filling area and main tunnels. The main tunnels are to be blasted ca 8 km north from the access tunnel, and 1 km north towards Harestad. The tunneling works comprise blasting and excavation of the tunnels, as well as geological stabilizing (rock bolting, shotcrete etc), injection works and waterproofing of the tunnels (membranes, and precast elements), roadworks in the tunnels, and construction of the technical buildings, pump stations etc. The contract also includes the tunnel portals, and 125 m of highway in Harestad, as well as

construction of sea filling with the excavated rock from the tunneling.

List and brief description of conditions:

Tenderers must be a legally established company or consist of a group of suppliers who are legally established companies. The requirement also applies to business that the tenderer relies on. Documentation requirement: 1. Certificate from the Register of Business Enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that jointly represent

the tenderer, c.f. point 4.2 is established. This also applies to all sub-suppliers, cf. point 4.1

Documentation requirement: 2. Completed table in chapter E1 point 3.1 and possibly points 3.2 and 3.3.

III.1.2)Economic and financial standing

List and brief description of selection criteria:

Tenderers must have adequate economic and financial capacity to comply with the contractual obligations and fulfil the following requirements: 1. Equity min. NOK 100 million. 2. An average annual turnover of minimum NOK 500 million for the last three financial years. 3. Tenderers must have an equity ratio of at least 10 %.

III.1.3)Technical and professional ability

List and brief description of selection criteria:

Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work: 1. Construction of drill and blast tunnels, as well as tunnel stabilizing and injection works. 2. Construction of sea filling including barge works, and rock seawalls. If the tenderer intends on using a subcontractor and the subcontractors experience to qualify for the works, the tenderer must include relevant documentation, see point B2, section 4.1.

Experience from clients other than the NPRA will also be assessed as relevant.

Tenderers must have a system that shows that they work pro-actively to ensure safety, health and working environment (HMS), with relevance for equivalent work included in this tender contest. The system will be subject to periodic reviews.

Tenderers, and the suppliers the tenderer will rely on to fulfil the requirement for technical and professional qualification in B2 point 2.4, cf. 4.1 must have an average H2 value lower than 12 for the last three years.

If the H2 value is higher than 12, an account must be given of the development tendency of the H2 value. In such cases the contracting authority will carry out a general assessment based on the tenderer's account, and can, on the basis of this, still qualify the tenderer on this point. Particular events and trends stated in the account will be emphasised in the general assessment.

If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants. Tenderers must be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or the Eco-Lighthouse certification scheme, with relevance to equivalent public transport projects. Tenderers must be certified in accordance with ISO 9001 (2015) with relevance to comparable public transport projects.
