The contest is for contract E04, which comprises the northern part of the Boknafjord Tunnel and is part of the E39 Rogfast project. Rogfast will replace the ferry routes E39 Mortavika -Arsvågen and Mekjarvik – Kvitsøy. E39 Rogfast consists of a 26.7 km submarine main tunnel with separate tunnels for each direction with a cross section of 2 x T10.5 between Harestad in Randaberg Municipality to the south of Boknafjorden and Laupland in Bokn Municipality to the north of Boknafjorden. 2.3 km of motorway is to be constructed with that narrows and connects to the existing E39 at Knarholmen. A 3.5 km tunnel with a cross section of T10.0 is to be constructed between Kvitsøy and the main tunnel, which will be connected to the main tunnel in a two-level interchange in the tunnel. A total of 2.0 km new county road is to be constructed on Kvitsøy.

II.2.4)Description of the procurement:
Contract E04 has interface with contract E02 in the tunnel at profile 18450, and 2 x T10.5 tunnels are to be constructed to the northern tunnel opening at profile 27680. Access is via two cross transverse sections from Arsvågen, which were blasted out in the previous contract E13. The Boknafjord Tunnel will be clad throughout with concrete elements on both the walls and roof. The tunnels are longitudinally ventilated with hanging pulse fans. These are located around the technical buildings. Technical buildings will be established every third breakdown lay-by. This gives a distance of approx. 1500 m between the buildings. There will be separate electrical installations, with their own technical buildings for each carriageway. The buildings will be established in their own niches in the tunnel. There are fire water pipelines throughout the tunnel with the accompanying pressure reducing systems. The tunnel is equipped with separate collections of washing water from extinguishers in the roadway that connect to oil separators and individual sedimentation basins and intake pools as a joint solution for both tunnel carriageways. The water is pumped up in steps with approximately 80 m elevation height. The drainage basins have an overcapacity for leaking water as preparedness for unforeseen events. The water is pumped up to the open air at the tunnel opening at Laupland for connection not the pipeline that was constructed in a previous contract. There is a relative amount of uncertainty about the ground conditions. This particularly applies to under the sea as these areas are difficult to survey. Several zones have been registered with very low seismic speeds (< 3,000 m/s), with some of the zones being several tens of metres wide. None of the zones that are estimated to be the worst have been surveyed with core drilling. Zones with particularly poor rock mass quality, and where adverse permeability and tension conditions result in water-borne cracks with high water pressure, could cause major problems for the tunnelling, rock support and grouting of the tunnel. The excess rock matter is to be put into sea fillings. Tunnel portals, a technical building, and infrastructure for supplying the tunnel are to be constructed in the open air zone at Laupland. Water and sewage installations are to be constructed for flood management for the open air zone, with a diversion pool and portal pump stations, and a tank is to be constructed for fire water. A new E39 4-lane motorway is o be constructed in the open air zone with a narrowing to a 2-lane road for connection to the existing E39.
