Negotiated procedure with prior call for competition, deadline 05/03/2025, for design part 1 (SH1) of Helsinki's P1 Port Tunnel alliance. The P1 Port Tunnel will be implemented as a project alliance, the service provider parties of which will be procured in three separate procurements:
1) Design Procurement 1 (SH1)

3) Contractor Procurement (TH).
The estimated value of the entire project is EUR 200 - 300 million.
In Design Procurement 1, a service provider will be procured to be responsible for performing the following implementation planning tasks of the project alliance: - main design - rock engineering design - structural design - geotechnical design - architectural design - traffic design (excluding the design of road telematics and traffic management, which will be procured later as an alliance procurement) - road and street design.
The starting point for the project implementation planning is the general plan and the separate studies carried out in the project. The preparation of the P1 Port Tunnel site plan is underway.
The Port of Helsinki Ltd is preparing the construction of a port tunnel from the West Port to the West Highway. The P1 Port Tunnel will enable the expansion of the West Port's operations and the smooth organisation of port traffic. The P1 Port Tunnel is a private project of the Port of Helsinki Ltd and is not part of the public road or street network. The port tunnel is an underground transport connection planned between the West Port and the West Highway (kt51) in Jätkäsaari, Helsinki, which will significantly improve the accessibility of the West Port. The tunnel will transfer all of the West Port's freight traffic and a large part of the passenger car traffic from the street network underground. The P1 Port Tunnel includes the structures required by the route, such as rock tunnel sections, concrete tunnel sections, open cuts and connections to the street and road network, as well as the technical systems required by the traffic tunnel. The port tunnel project is also closely related to the changes to the West Port's traffic area and quays, as well as the demolition of the current T1 terminal and the construction of the new T1 terminal.

The service providers selected on the basis of the P1 Port Tunnel Alliance procurements (SH1, SH2 and TH) and the client will sign one alliance agreement.
