The project is comprised of a new two-lane tunnel under the Elizabeth river parallel to the existing Midtown tunnel, maintenance and safety improvements to the existing Midtown tunnel, minor modifications to the interchange at Brambleton/Hampton Boulevard in Norfolk, maintenance and safety improvements to the existing Downtown tunnel, and extending the MLK from LondonBoulevard to Interstate 264 (I-264), with an interchange at High Street. A joint venture between Skanska Infrastructure Development and Macquarie Group worth US$2.1 Billion was approved by Virginia Department of Transport to build a new Midtown Tunnel and to rehabilitate the existing Midtown tunnel in Virginia. USDOT has approved a loan of USD422 million for Virginia for an immediate start to construction of the new Midtown tunnel and rehabilitation of existing links.
