Ebro River Water Transfer

The controversial scheme to transfer water from the Ebro river, which takes its source in Cantabria in northern Spain, to the thirsty southern Valencia region has been reviewed. The route alignment has been shortened from 1,063 km to 912 km. Canals, tunnels and ducts representing 432 km already exist and 480 km of new canals, syphons, tunnels, pipes and aqueducts are necessary. The scheme affects four protected areas instead of 18. Still, 87 km of tunnels will be built to mitigate as much as possible the impact on the environment. In the Valencia region, there will be six tunnel sections. Two of these will be bored under the Espadí¡n and Calderona mountains. The Calderona will be crossed by a 12 km tunnel, to be TBM-driven. The Ricote-La Navela mountains in Murcia will require 4 km of tunnel. Total cost of €4.2 billion, 30% of which will be financed by EU funds. Visit www.mma.es 14/02. Two open calls for bids, deadline 14th February, 2003 for consultancy services in civil engineering for the Calderona tunnel (12 km) and the Fuente La Higuera tunnel on the Ebro river diversion scheme. Railway Bypass

The ministry of development has handed to the Palencia city a study on the penetration of the high speed train in Palencia. Three options are studied, one of which recommends to underground the railtracks on a distance of 900 metres between Huerta de Guadií¡n and the current central station. The project would cost €181 million. Local residents are lobbying for the longer option, a 3 km underground route that would cost €240 million. Visit www.mfom.es 06/02.

The 19 km alignment serves 23 stations and comprises 9 km of tunnel, some of which already exist since the early 1980s when the then planned heavy metro project was stopped, 6 km in viaduct and 4 km at grade. The project has been divided in three sections. Section 0 is 5.5 km-long and starts in Mairena del Aljarafe. It requires a 1 km tunnel shortly after the line head and an underground station in Plaza de Cavaleri. Another 320 m tunnel is planned in Cerro del Sagrado Corazí³n.Section 1 runs from the Blas Infante station to Pablo Olavide University in the city centre. There will be 13 stations, five of which already constructed. They are named Nervií³n, Gran Plaza, Mayo, Amate and La Plata. Contract value of €744,540. The tunnel will cost between  €53.5-€54.4 million and will link the north part of the freight station and Ortuella. Visit www.geocontrol.es 15/02.Open invitation to tender, deadline 26th July, 2004 for construction management and work control of section Ortuella-new freight station in the Bilbao harbour. E-mail vrpascual@mfom.es or cpublic@mfom.es 28/04.The construction of section Ortuella-new freight station in the Bilbao harbour has been awarded to FCC and Construcciones Olabarri for EUR47.3 million and a time frame of 36 months. This 4.8 km section includes the Serantes tunnel, which alignment will be modified in its last section near Ortuella. The tunnel will be slightly shorter than planned to connect with the south railway bypass in Abra industrial park. This alteration scraps the connection with suburban line C-2 operated by Renfe, as previously planned. The initial plans included a route until Ortuella station. The revised design will end 150 m before, thus shortening the 4 km tunnel, whereof 3,650 m will be mined under mount Serantes while the remainder will be built in cut and cover. The freight trains will exit at the surface shortly after El Cerro, in Nocedal, to travel 70 m until Abra industrial park. To avoid nuisance and noise, this short stretch will run in cut and cover. At the end of the alignment, the line will connect with the south railway bypass, possibly below ground. Trains from the harbour will therefore avoid the Ortuella and Trapagaran city centres. The section is a dual-track infrastructure. Work to commence in Santurtzi in 2005. The tunnel will be ready in 2008. Visit www.fcc.es 39/04.Open call for tenders, deadline 7th December, 2004 for design of the south freight railway bypass in Bilbao. The aim of the project is to design and build a new line for freight only, capable of carrying all type of freight outside of the metropolitan area without crossing urban districts. Currently, all the freight leaving the harbour is transported through nine districts (Santurtzi, Ortuella, Portugalete, Trapaga, Sestao, Barakaldo, Lutxana, Olabeaga and Bilbao). The 18.6 km route through mounts and hills would require the construction of 15 tunnels between Ortuella and Basauri. The total length in tunnel is 14.8 km, the longest tunnel spans 6 km. Visit http://ted.publications.eu.int/udl?request=Seek-Deliver&language=en&docid=175835-2004, OJ S 205, or contact Basque government, Vitoria-Gasteiz, fax +34 945019785 or 945019018.
