The Kolbotn-Ski section is part of a planned development from two to four tracks between Oslo and Ski, some 23 km south of the capital. The project will be financed by the State through annual allocations. Progress will depend on Jernbaneverket obtaining the necessary budget allocations and planning permissions. The project includes the Ski station expansion and improvement of the station area from 2007 to 2009. Construction of the Kolbotn-Ski section will commence in 2009 or 2010 at the earliest. Construction of the Oslo-Kolbotn section will commence some time after 2011. The Norwegian National Rail Administration has selected the most qualified companies to compete for two of four EPC contracts for the new Follo Line between Oslo and Ski.

There will be a total of four major EPC contracts or turnkey contracts for the Follo Line project: one contract that includes the introduction of the new path to Oslo Central S, two contracts for tunnelling (one for boring with four TBMs and one for drill/blast) and a contract for the open section Langhus–Ski, including the new Ski train station.

Six Joint Ventures will be invited to tender for the EPC TBM contract: Acciona Infraestructuras and Ghella (Spain–Italy), Gulermark-Samsung-Pizzarotti (Turkey–Korea–Italy), Implenia Norge, Hochtief Solution and Dragados (Norway–Germany–Spain), NCC Construction, Vinci Construction Grands Projects and Wayss & Freytag Ingenieurbau (Norway–France–Germany), Obrascon Hauarte Lain, SK Engineering and Construction (Spain–Korea), Skanska Norge and Strabag (Norway–Austria).

The Norwegian National Rail Administration has released tender documents to the six companies and joint ventures prequalified last June for the EPC Oslo Central Station contract for the Follo Line Project: AF Gruppen Norge AS (NO), Bilfinger Construction GmbH (DE), Salini Impregilo (IT), Skanska Norge AS and Ed. Zueblin AG (NO/DE), Societa Italiana per Condotte d'Acqua SpA (IT) and Veidekke Entreprenor AS (NO). The contract is scheduled to be signed in the spring of 2015.

Last month, on 12.06.2014, Norwegian National Rail Administration announced  the five prequalified companies for the EPC Ski contract: AF Gruppen Norge AS (NO), Obrascon Huarte Lain (ES), Skanska Norge AS (NO), Società Italiana per Condotte d'Acqua SpA (IT) and Veidekke Entreprenor AS (NO). The JV Acciona Infraestructuras SA/Ghella SpA have been nominated by the Norwegian National Rail Administration for the tunnel TBM contract for the Follo Line Project. This is the second, and largest, of four EPC contracts for the Follo Line Project. In accordance with Norwegian and European public procurement legislation, a complaints period is allowed which, to reflect the size of the contract, has been set at 16 days. The contract, valued about EUR1 billion (NOK 8.7 billion) is scheduled to be signed before Easter, and the work will commence immediately thereafter.

The contract covers both conventional drilling and drilling by TBMs and comprises construction work to be performed without proximity to railway operations. The JV will also perform all the railway installations, with the exception of the signal system. All mechanical and electrical equipment in the tunnel will be installed in approximately half of the 44 cross connections to be built between the two tunnels. The cross connections will be used for evacuation between the tunnels.

In addition to the development of a large rig area at Asland, including a transformer station for providing power for the excavation with TBM, this contract includes the blasting of large assembly halls located approximately 1 km inside the mountain. Access tunnels to this area are currently under construction under a separate preparatory contract. In the assembly halls, the four TBMs will be assembled from prefabricated parts prior to operation. Two separate 19 km-long x 8.75 m-diameter tunnels will be excavated by TBM between Oslo and the new Ski station. Two machines will drill north towards Oslo, and two machines will drill southward toward Ski. The northern part of the tunnel will be excavated by conventional methods and by drill & split under another contract. The Norwegian National Rail Administration (NNRA) has nominated the Spanish company Obrascon Huarte Lain S.A. for the EPC Ski contract for the Follo Line Project. This is the third of six large EPC contracts for construction of the Follo Line. The Norwegian National Rail Administration has nominated Baneservice and Società Italiana per Condotte d’Acqua S.p.A for two new contracts for the Follo Line Project, which is a subproject of the Oslo Central Station. The contracts will, should be signed on the 17th and 18th December after the mandatory complaints period has expired.

Baneservice has been nominated for the contract JBT Rive reetablere. The scope of work includes removal and rebuilding of existing railway infrastructure and building of new railway infrastructure for the Follo Line and the Østfold Line close to Oslo Central Station. The contract has a value of approx. EUR23,44 million excluding options.

Società Italiana per Condotte d’Acqua S.p.A (Condotte) was nominated for the EPC Civil Oslo S contract. The scope of work includes the building of structures and track substructures for the Follo Line and the Østfold Line between Oslo Central Station and the Ekeberg Hill. The contract has a value of approx. EUR213 million.

The contract EPC Civil Oslo S includes engineering, procurement and construction at the subproject at Oslo Central Station. The majority of the work consists of the construction of a 600 m long concrete tunnel for the new Follo Line and the existing Østfold Line, between Oslo Central Station and the Ekeberg Hill. The concrete tunnel will be connected to both existing constructions at Oslo Central station and to the longer tunnel, which will be the longest railway tunnel to date in the Nordic counties.

Societá Italiana per Condotte D'Acqua SpA has chosen Poyry to carry out rock and tunnel engineering for the Follo Line in Oslo, Norway. Poyry's assignment includes the majority of the design needed for 5.5 km of tunnels close to the city centre in Oslo, 4 km of which is for high-speed train traffic.

The Follo Line connects Oslo with the city of Ski in the east-bound Follo district. The Follo Line tunnel system will be the longest in Norway with a total length of 20km and a maximum train speed of 250 km/h.

Condotte is the EPC (Engineering, Procurement, Construction) contractor in conjuction with Poyry engineering, and the end client is the Norwegian National Rail Administration. The aim of the procurement is to enter into a contract with a tenderer for the hire of a resource who can undertake the construction manager role for the drill & blast part of the E6 Clean water tunnel project.


See the attached requirements specification for detailed information on the role and the work tasks for the construction manager D&B E6.


The assignment is equivalent to a 100% position. Mainly within normal working hours. The site work will be carried out around the clock, so there will also be some work outside normal working hours. The work location is in Oslo, primarily at the construction sites Stubberud/Oset, and a little at the office in Skøyen.


The D&B construction manager will mainly be responsible for assisting the sub-project manager in the E6 contract with the daily follow-up of blasted rock in conventionally blasted tunnels and rock halls. The D&B E6 construction manager will be the deputy for the sub-project manager E6 if required.


The hired resource must be authorised at RESTRICTED level, cf. point 23 in the attached contract.


We would like to have the start-up as soon as possible after the contract has been signed and authorisation is in place.


It is not possible to split the assignment between several persons who together make up a 100% position.

The City of Oslo awarded to the joint venture AF Gruppen (60%)/Ghella (40%) the EUR 870 million (NOK 8.75 bn) contract, excluding VAT, for the design and construction of the E6 Rentvannstunnel a new water distribution network between Huseby, Oset and Stubberud. 

The new tunnel will be built with several connection points that will connect the existing water mains along the route. Approximately 11 km of tunnel will be drilled by TBM and 7 km by traditional method (drill and blast). In addition, the Joint Venture will build clean water basins and a pump station. The works/contract is a part of the new water supply project that will ensure 100% redundancy for the current potable water supply infrastructure for the city of Oslo. Veidekke has developed and applied for a licence for the Kjosnes fjord power plant on behalf of Kjosnesfjorden Kraftverk AS. The contract price is NOK500 million. This is a turnkey contract for the construction work of a power plant, which will be built into the rock, 20 km of tunnels of sections ranging from 16 to 37 sq m, 700 m of shafts, two rockfill dams, eleven stream intakes, and complete structural and secondary engineering work. The project consists primarily of construction of a 5,684 m tunnel under the ocean between Hanasand on Rennesoy and Ladstein on Finnoy. A connecting tunnel of 1,500 m will also be built to the island of Telgje, also in Finnoy municipality. In addition, new roadways will be built, including a traffic roundabout at Hanasand and roads in Ladstein and on Talgje. Civil engineering work will begin in August. Through the project, the islands of Finnoy and Talgje in the county of Ryfylke will gain a permanent road connection to Stavanger on the mainland before the end of 2009. Open call for tenders, deadline 22nd June, 2006 for refurbishment of the Haukeli and Roldal tunnels on the E134. Their respective lengths are 5,682 m and 4,657 m. The upgrading works also include two other tunnels: Svandalsflona (1,053 m) and Seljestad (1,272 m). The works to be performed consist of profile expansion of the Haukeli, Roldal and Svandalsflona tunnels to a height of 4.2 m, water protection with fireproofing foam, demolition of the existing electrical, lighting and traffic control systems and installation of new ones, as well as repair of portals and concrete superstructures.
