The JV led by SELI Spa and including the Spanish firm OSSA (Obras Subterraneas SA) and the Swiss engineering company, Lombardi Engineering, has signed a EUR39 million design-build contract for urgent repair of the Esti headrace water tunnel located in the Chiriqui region of Panama, 25 km from the city of David between Boquete and Gaulaca. The contract involves major repairs and relining of the 4.7 km-long, 9 m-diameter pressure tunnel, which has collapsed in several places. Expected date of completion is 01.05.2012.   Electron Investment SA (EISA), the Panamanian electric company, has selected the main contractors for the Pando and Monte Lirio hydroelectric power projects located in the upstream section of the Chiriqui Viejo River basin, on the western side of Panama.The Italian company, SELI SpA, secured the EPC (Engineering, Procurement and Construction) contract, value EUR77 million (USD105 million), for the design and construction of the 5,161 m and 7,878 m-long hydraulic tunnels, the two surge tanks of 62 m and 73 m in height, and the tunnel lining of 25 cm-thick precast concrete segments. The Spanish company, Cobra Infraestructuras-hidraulicas S.A, secured the EPC contract, value EUR107 million (USD147.5 million), for the design and construction of the remaining civil works, inclusive of the access roads, dams, powerhouses, penstock structures and for the powerhouse substations. Peru's investment promotion committee Proinversion has announced the six candidates already prequalified for a 40-year concession to build and operate the Olmos irrigation and hydro power project: Skanska; Impregilo; Norberto Odebrecht; José Cartellone; OHL-Züblin; and Suez, GTM Dumez and Bouygues. Proinversion expects two other offers from China Electric Power Technology Import & Export Corporation (CETIC) and the Construccií³n y Administracií³n-Hidalgo & Hidalgo-Conivial consortium. The US$245 million scheme requires to resume work on the US$60 million 14 km trans-Andean tunnel put on hold for lack of financing. A further 14 km is needed for completion and 6.2 km has been excavated to date. The tunnel will transfer water from the Atlantic basin to the Pacific basin. 38/02. Peru's investment promotion agency Proinversion has delayed the deadline to submit offers for the Olmos irrigation and hydroelectric concession in Lambayeque department to 11th December from 21st October, 2002. Planners hope the extension will allow more investors to participate in the proposal process. A new scheme involves hiring a private concessionaire to invest US$112 million to develop and maintain a 41 m-high dam and 14 km tunnel. The new infrastructure is designed to pull water from the Huancabamba river to irrigate 57,000 ha of land. The infrastructure is designed to pull water from rivers in the Amazon river basin to irrigate land along the Pacific coast, and generate power. Previous estimates said the project would irrigate 57,000 ha of land and generate at least 150 MW of power. Planners expect to award a 20-year concession on 28th November, 2003 with construction set for a 2004 start. To drive at least 70% of the tunnel, a double-shield hard rock TBM must be used. When the machine drives through rock which requires structural support and lining, reinforced concrete rings will be installed as a final lining against which the thrust cylinders will push to ensure the advance of the machine. The final diameter must not be less than 4.8 m in the sections where a selective lining will be installed. The cylinders will generate a thrust of at least 2,500t. The advance speed in hard rock shall not be lower than 6 cm/min. The machine will be equipped with a segment erector. The cutting head will be equipped with 17" hard rock discs able to handle 250 kN each. The machine will also be equipped with a system to investigate the ground ahead of the face. Progress will be allowed only after prior investigation of the ground to assess the risks in the next 30 metres. There will also be a refrigeration system to lower the temperature in the working zone (pilot compartment and back-up) to allow normal work conditions for the personnel and equipment. The TBM will also be equipped with a sophisticated piloting system to make sure the tunnel is driven with a tolerance of +/- 2 cm. The sections excavated with other methods and equipment must not exceed 30% of the total tunnel length, with no geological investigation of the ground. The scope of the works encompasses comprehensive execution of the Slodowiec station and a crossover section behind it with switches and a 207 m-long siding (B21). This will allow for the trains to turn back and the Slodowiec stop to be fully operational even when the works on the remaining sections of the northern extension of Line 1 between the station and the future terminus at Mlociny (A23) are still in progress. The 155 m-long station will be built in 60 cm-thick structural slurry walls utilizing the "top down" method. Mostostal will build the three consecutive stations for Warsaw's metro system: Slodowiec (A20), Stare Bielany (A21) and Wawrzyszew (A22), including the track tunnels in between. This represents a total of about 2 km. Both stations and the connecting tunnels comprise the longest segment through the Bielany district, which is the northern, terminal segment of the first metro line in Warsaw. The route will pass through areas free of immediate buildings, characterised by a much lower concentration of infrastructure than in the centre of the capital, which is why the whole stretch of the line will be executed in slurry walls using the cut-and-cover method. The double-track tunnel B21 between Slodowiec and Stare Bielany stations, which is 773 m long and 9.8 m wide, has been designed as a two-aisle monolithic reinforced concrete box, with a row of dividing columns in the middle, to be executed in an open trench. The B22 tunnel between Stare Bielany and Wawrzyszew stations, with internal dimensions of 4.8 m by 8.85 m and length of 655 m, will be built using the "top down" method with 60 cm-thick structural slurry walls. The tracks will be located at depths ranging from 4.5 to 9 metres below the surface. The Stare Bielany station (A21), comprising three 182.5 m-long aisles, will be built by the "roof first" technique. The 149 m-long Wawrzyszew station (A22) will be executed in steel anchor shoring with cut-and-cover method. Metro Warszawskie estimated the gross price at PLN2.8 billion but the offers range from nearly PLN5.9 billion to PLN6.2 billion. The lowest bid was made by a consortium of PBG, Hydrobudowa Polska, PRG Metro, Alpine Bau and Spain's FCC with its offer standing at PLN5,885 million. The second offer of PLN5,978 million was made by Mostostal Warszawa, Acciona Infraestructuras, Strabag, Dywidag and PeBeKa. The third offer of Dragados, Pol-Aqua, Trakcja Polska and two other Spanish companies amounts to PLN6,226 million. All three consortia pledge to build the segment from Daszynski Roundabout to Wilenski train station in 42 months. The section includes seven stations (Daszynski Roundabout, ONZ Roundabout, Swietokrzyska, Nowy Swiat, Powisle, Stadion and Dworzec Wilenski). However, the best offer in economic terms was placed by the consortium led by Mostostal Warszawa. This consortium's price does not include an advanced payment by the contractor and thus it may be ranked first. The final decision has not been made yet. This should take until mid-November, after which the tunnel will be inspected. The project has been held up since 9th June, 2000 when pressurized water and mud started to invade the tunnel while jet grouting was under way. Immediately, settlements affected the Praí§a do Comércio area and traffic was cut to heavy vehicles. Evacuation of the personnel was ordered. The 800 m tunnel was sealed between the Arsenal and Santa Apolí³nia shafts. As water ingress continued to flood the tunnel, it was decided to flood it completely to avoid soil liquefaction and further damage to surface buildings. Further studies were ordered and the project was altered. A team of Dutch specialists has been hired to help resume the project. Work completion has been set for end-2003. Metropaí§o, a consortium including Teixeira Duarte, Opca and Mota & Companhia, is responsible for construction. 37/02.The ACE JV formed by Somague, BPC, Engil, Spie and SBES will be using a refurbished Lovat EPB TBM to construct a 1.5 km Red Line extension, running east to west between Alameda and Sao Sebastiao. The extension will intersect the Yellow Line in Saldanha and the Blue Line in Sao Sebastiao. The TBM, which previously excavated the Alameda-Oriente section on the Red Line and the Ameixoeira-Campo Grande section on the Yellow Line, commenced its job on 26th October, 2004 from a 35 m-long start box at Alameda station. The machinery to be used will be proposed by the bidders. The other underground structures within the project are Moscavide, Aeroporto and Encarnaí§í£o stations, designed for a 105 m platform. The central part of the station will be built in cut-and-cover method, the remaining part will be NATM. There are also ventilation shafts. The scheduled date for contract award is December 2006. Tunnel 1 will be connected to a 200 m-long transverse tunnel, a second 237 m-long transverse tunnel and a 488 m-long longitudinal tunnel. Two 30 m-long pedestrian escapes will lead to the longitudinal emergency tunnel. Tunnel 2 will be linked to two transverse tunnels, 233 m and 188 m long.
