Scottish Water is shortly expected to announce a joint venture of Costain and Vinci as preferred bidder to design and build a 3-mile long sewer tunnel in Glasgow. The 4.5 m-diameter Shieldhall tunnel in Glasgow will be driven at depths of between 10m to 30m and will run through an area of old mine workings, raising potential technical problems. The old workings will be grout filled before tunnelling can start. The Costain/Vinci team will excavate six shafts for the tunnel drive, which is expected to advance at 10 m/day. They will then need to connect the tunnel at both ends to the existing sewer network. The wastewater tunnel in the south of Glasgow forms part of the biggest upgrade of the city’s waste water network in more than a century and will run between Queen’s Park and Craigton Industrial Estate via Pollok Park and Bellahouston Park. The JV Costain/Vinci Construction Grands Projets has been awarded an EUR109.44 million contract by Scottish Water to construct the Shieldhall tunnel in Glasgow. The Shieldhall tunnel will be Scotland’s largest wastewater tunnel, 4.70 m-diameter and 5 km-long, and will form part of the biggest upgrade of Glasgow’s waste water network in more than a century. Transport for London (TfL) has launched the second phase of a public consultation, deadline 01.02.2013, on a proposed package of new Thames crossings in east and southeast London, which includes the Silvertown tunnel, a road tunnel running between the Greenwich Peninsula and Silvertown, and the Gallions Reach Ferry, a new vehicle ferry running between Thamesmead and Beckton.
TfL received nearly 4,000 responses to the initial consultation, which started on 06.02.2012 and ended on 05.03.2012. Over 80 percent of respondents supported the Silvertown Tunnel, and over 60 percent supported the Gallions Reach Ferry.

The Spain-based Cintra Global, Germany's Hochtief PPP Solutions GmbH and the joint venture of Sweden's Skanska and Austria-based Strabag are the three companies shortlisted to design, finance, build and maintain the Silvertown tunnel under the River Thames to the east of London. Value of the project is EUR1.16 bn (GBP1bn). The construction of the new twin-bore tunnel, designed with twin 11.45-meter tunnels and driven by TBMs, would begin in 2019, subject to final planning approval by Secretary of State.
The tunnel would then open in 2023, helping to ease the current serious traffic congestion at the Blackwall Tunnel.
As part of the tender, all contractors will be required to deliver a range of measures to reduce construction impacts. A six month planning review into the plans for the tunnel is currently underway and a decision is expected by the Secretary of State in autumn 2017.
