The proposed rail freight tunnel that would run under the harbour from Brooklyn to New Jersey has received $2 million in federal funding to complete its Environmental Impact Study (EIS), and then begin preengineering work if the study proves favourable. Estimated costs for the construction of the tunnel range from $1 billion to more than $2 billion, based on the number of tracks that would run through the tunnel.
