The Tokyo metropolitan government has presented a revised plan to extend the Tokyo Outer Loop Road, which puts most of the road underground rather than above ground. The 16 km extension begins in Nerima Ward and ends in Setagaya Ward. Nine kilometres between Nerima Ward and Mitaka, western Tokyo, would be constructed underground. The entire construction bill could amount to nearly ¥2 trillion.The 85 km Tokyo Outer Loop Road passes through Tokyo and three prefectures. The central government has signed an agreement with the Tokyo metropolitan government to build a 16 km underground motorway under Tokyo, beginning in Nerima and ending in Setagaya, one of the richest residential areas in central Tokyo. The new expressway, named Gaikando, will link the northwest areas of the capital to the southwest boroughs and will run at a depth of 40 m. TBM method to be used. The planned tunnel will be 16 m in diameter.
