Rammeaftalen løber i 4 år, dog mindst indtil vedtagelsen af anlægsloven for projektet. Forventningen er, at anlægsloven er vedtaget inden for de 4 år. Rammeaftalen vil dog kunne vare ud over de 4 år, hvis vedtagelsen skulle blive udskudt eftersom en udskiftning af rådgiveren midt i et så kompliceret infrastrukturprojekt vil give anledning til betydelige problemer og meromkostninger.
