The new estimate would have made the Stonehenge tunnel one of the most expensive stretches of road ever planned, exceeding the 1.6 km Limehouse link tunnel from the City to Canary Wharf in east London, which cost GBP450 million in the early 1990s. The increase in the cost was due to two main factors: very large quantities of soft, weak chalk and a high water table, with the ground water potentially rising to the surface at times of heavy rainfall. These factors would significantly complicate the tunnelling process and extend the overall construction period of the scheme. Highways England has been awarded to an Atkins/Arup joint venture. It is a package of work with an estimated value of EUR23.04 million to design options for A303 between Amesbury and Berwick Down to take to public consultation and ultimately to find a preferred route announcement. The scheme includes a tunnel near Stonehenge and a bypass for the village of Winterbourne Stoke. Subject to statutory procedures, the proposed scheme is on target for construction work to start by April 2020.

The design team, appointed under Highways England’s Collaborative Delivery Framework (CDF), will provide technical services including highway and tunnel design, environmental and geotechnical engineering, acoustics and prepare a public consultation on options in readiness for a preferred route announcement. Prior information notice without call for competition for the A303 Amesbury to Berwick Down project which passes through the Stonehenge, Avebury and Associated Sites World Heritage Site (WHS).

Highways England, charged with operating, maintaining and improving England's motorways and major A roads, wishes to formally make the market aware of potential opportunities in relation to the project.

Highways England has shortlisted the following three international groups to build the EUR1.85 bn (GBP1.7bn) Stonehenge tunnel:  BM JV (Bouygues Travaux Publics SAS and J Murphy & Sons Ltd), HD JV (Hochtief Infrastructure GmbH and Dragados SA) and MORE JV (FCC Construccion SA -42.5%, Salini Impregilo SPA-42,5% and BeMo Tunnelling UK Ltd -15%). The three groups in the next 6 months will have a competitive dialogue with Highways England. They  have to submit their final tenders by October. The winner will be announced in 2021.

At the beginning of March in the 2020 budget document from the UK government confirmed the funding of the new, high-quality dual carriageway and of the two-mile tunnel in the South West to speed up journeys on the A303 removing traffic from the iconic setting of Stonehenge.

The government is transforming regional connections through the largest ever investment in England’s motorways and major A roads. Wessex Archaeology Limited secured the  EUR38.46 million (GBP35 million) contract for archaeological protection and excavation work ahead of the A303 Amesbury to Berwick Down (Stonehenge ) upgrade. The  contract has been awarded now to enable Wessex Archaeology to start their pre-planning, with fieldwork not expected to start until late spring 2021, should planning consent be granted for the scheme. National Highways (UK) selected the More Joint Venture composed of Webuild (42,5%), FCC Construccion (42.5%) and BeMo Tunnelling (15%) as its Preferred Bidder for the GBP1.25 billion (EUR1.48 billion) contract for the tunnel and main construction work for the A303 Amesbury to Berwick Down scheme past Stonehenge. The A303 Stonehenge - Main Works Contract covers the construction of the proposed 2 miles (3.3 km) tunnel’s civil, structural, mechanical, electrical and technology components along with the approach 8 miles (approximately 13 km) of free-flowing, high-quality dual carriageway roads, a new bypass to the north of the village of Winterbourne Stoke and junctions with the A345 and A360 either side of the World Heritage Site. Estimated duration construction works 5 years.    

The tunnel alignment will be underneath the World Heritage Site, closely following the existing A303 route, but a further 50 metres away from the Stonehenge monument, avoiding important archaeological sites, and avoiding intrusion on the view of the setting sun from the stones during the winter solstice .  

The contract will only become live once the Secretary of State for Transport has concluded the current process of relooking at the planning application for scheme, following the quashing of the decision to grant the Development Consent Order last year.   

The More Joint Venture will be supported with a design partnership made up of Atkins, Jacobs and Sener.

Mace, the international construction and consultancy company, has won on a five-year contract to deliver commercial services on two of National Highways’ major projects through its Complex Infrastructure Programme (CIP).  

Following Mace’s appointment to Lot 1 of the £420m National Highways framework for commercial and project management services in 2021, the company has been appointed as the Complex Infrastructure Programme (CIP) Commercial Partner on the delivery of both the A428 Black Cat to Caxton Gibbet improvements, and the A303 Stonehenge between Amesbury and Berwick Down dualling scheme.  

Mace’s work will involve delivering commercial services including cost consultancy and quantity surveying, as well as acting as a liaison between National Highways and its main contractors.

The MORE consortium composed of Webuild (42.5%), FCC Construcción (42.5%) and BeMo Tunnelling UK (15%)  secured the A303 Stonehenge – Main Works Contract, value EUR1.5bn (GBP1.25-bn),  to improve the A303 trunk road and excavate a tunnel near Stonehenge between Amesbury and Berwick Down in southern England. The signing of the definitive contract comes after the Group and its partners were named preferred bidders in May.  

The contract entails building a near 13-km dual carriageway with a 3.3-km tunnel that will remove traffic that passes through the UNESCO World Heritage Site and return the landscape to something resembling its original setting. 

The contract covers the construction of the proposed tunnel’s civil, structural, mechanical, electrical and technology components, including the TBM, along with the approach roadworks and structures and the environmental components. Construction is to last five years.

Amec has been awarded a £16.1 million contract to construct a high voltage cable tunnel in Dartford for the National Grid Company. The tunnel length is 2.4 km in length and 3 m internal diameter. It will be driven under the River Thames at depths up to 30 metres through Upper Chalk, Seaford and Lewes formations. Amec will use one of its Lovat TBMs, upsized to 3.5 metre external diameter, operating in earth pressure balance mode. The lining will be precast concrete trapezoidal segments produced and supplied by C V Buchan, a sister Amec business. The segments are 3.35 m external diameter, 1.2 m long, with 6 plates to a ring. Babtie Group are National Grid Company's designers and project supervisors. Tunnelling will start in August 2003 and is programmed to last four months. British Waterways has awarded the contract to construct a $2.4 million, 150 m-long, 7m-diameter tunnel to connect the disused Forth & Clyde and Union canals near Falkirk to regenerate the canal corridor across the Scottish Lowlands, from Glasgow through to Grangemouth and Edinburgh. Main contractors for the scheme are a jv of Morrison Construction Ltd and Bachy-Soletanche. The tunnelling work is sub-contracted on a design and construct basis to Spray Concrete Ltd in association with Joseph Gallagher Ltd whose tunnel designer is High-Point Rendel. Excavation in boulder clay overlying coal measures strata will be carried out using a Schaeff ITC 112 E3 backhoe/loader and the tunnel will be lined with sprayed concrete. A novel feature of the tunnel will be that it will pass above abandoned claystone workings and will be required to withstand possible future collapse. To achieve this the tunnel, and canal base, will be specially strengthened to bridge an anticipated maximum void created by a roof failure in the room and pillar workings some 20m below the tunnel invert. The tunnel also passes below the remains of the Antonine Wall, a 60 km-long Roman earthworks structure dating from the second century AD and constructed some 160 km north of the more famous Hadrian's wall. Classical NATM method with single side drifts in the boulder clay of the upper half excavated using a Schaeff ITC 112 E3 backhoe/loader with a rock breaker attachment. Holethrough of first side drift expected next week. Bench to be excavated in sandstones and mudstones using a road planer.   Westminster, the final station on the Jubilee Line Extension, opened on 22nd December just in time to ferry members of Parliament to the Millennium Dome for the New Year celebrations. The line had been opening in sections since 14th May, 1999 and trains had been running along its full length since 20th November without stopping at Westminster. The new station extends 38.2 m below street level to service the JLE lines (which are stacked at this point) and interchanges with the existing Circle and District line. It has 17 escalators, two elevators and four fixed stairways from the JLE platforms to the ticket hall, and another two elevators and two staircases from the Circle and Disrict line. The station forms the foundation for Portcullis House, a new office block opposite Big Ben reputed to be the most expensive accommodation in London at $1.6 million/room. January 2000. The Crossrail and Chelsea-Hackney underground railway proposals have received a $200 million allocation to fund further design work, for which tenders will be invited soon. Administrators will be Sir Alastair Morton's Strategic Rail Authority and Mayor Livingstone's Transport for London, run by Bob Kiley. Both schemes have been on the back burner for years, with Crossrail having completed its final design in the early nineties. Mott MacDonald and Maunsell designed the Crossrail tunnels; Symons/Travers Morgan, Liverpool Street station; Babtie, Farringdon station; Mott MacDonald, Tottenham Court Road station; Halcrow, Bond Street station; and Benaim/Golder, Paddington station. Dr Sauer was NATM consultant. Halcrow had earlier completed the preliminary design for the Chelsea-Hackney line.Crossrail was kicked into touch in favour of the Jubilee Line Extension, a project subsequently consigned to the Chamber of Horrors on account of its time and cost overruns. Before Crossrail can be tendered, Messrs Morton and Kiley have to overcome the public resentment generated by the JLE debacle. In the meantime, they have briefs to remedy the infrastructural dereliction of both Railtrack and London Underground. With the best will in the world, they cannot do both, and Crossrail will be the inevitable loser. It includes construction and fitout of a three-storey concrete box which will provide improved access to the Northern, Piccadilly and Victoria lines via new escalators and accessible lifts. The works will be undertaken without impeding the station's 80 million annual passengers. Transport for London has shortlisted the 4 bidders - Axia SC Consortium, BAI Communications, Cellnex UK Ltd and Wireless Infrastructure Group - for a contract to roll out 4G mobile connectivity across the underground sections of the London Underground network. TfL is working with the UK’s 4 mobile network providers to install 4G connectivity on a trial section of the Jubilee Line between Westminster and Canning Town. It expects connectivity within most stations and tunnels from March 2020; TfL plans to install more than 2,000km of cabling on this section.

Once the concession contract is awarded, the pilot area may be subject to changes. The pilot section is envisaged as the first step to rolling out mobile connectivity across the whole of the London Underground by the mid-2020s. Visit https://tfl.gov.uk. 30/19.
