On 13.09.2013 the Swiss Federal Council sent to Parliament a proposal amending the Federal Law on road transit in the Alpine region to allow the construction of a second tube for the Gotthard tunnel without increasing capacity. The change in the law ensures that even after the rehabilitation of the existing tunnel, only one traffic lane in each direction will be open to traffic.
