The Cross Harbor Freight Program (CHFP) aims to improve the movement of freight across New York Harbor between the east-of-Hudson and west-of-Hudson regions. Ten viable build alternatives have been identified to address this issue using barge, ferry or float, or via a rail tunnel.
There is also a no action alternative in which none of the build options would be implemented, and only projects already committed and programmed in regional transportation and other plans would be implemented.
The 6.5 km-long rail tunnel alternatives have estimated costs of EUR6.54 - 9 billion, depending on the design: Double Stack, Double Track Rail Tunnel, Rail Tunnel with Shuttle Service Alternative, Rail Tunnel with Chunnel Service Alternative and Rail Tunnel with Automated Guided Vehicle (AGV) Technology Alternative.
Last November, 2014 the Tier I Draft Environmental Impact Statement was published. Seven public hearings are scheduled on Draft Environmental Impact Statement for Cross Harbor Freight Program by March, 2015. The public comment period on the Draft DEIS has been extended until 5 pm on 20.03.2015.
