On the 15.07.2016 the Chesapeake Bay Bridge and Tunnel Commission announced that the revised technical proposals were submitted from all three teams in the competitive procurement to construct a new parallel tunnel at the Thimble Shoal Channel:- Archer Western-Vinci Construction TunnelBuilders (AWVC): EUR712.16 million (USD785.88 million); Bouygues TP/Traylor/Manson (BTM JV): EUR768.86 million (USD848.45 million); Dragados Team: Dragados USA and Schiavone Construction Company, LLC: EUR685.07 million (USD755.99 million).
On the 27.05.2016 the Commission invited each of the three teams that had submitted fully compliant proposals by the original due date of 29.04.2016 to submit revised proposals for a re-scoped Project. The District determined that the best interests of the Project would be served by re-engaging with all of these shortlisted teams because the all of the original price proposals exceeded the cost estimate for the Project.
The re-scoping of the project was focused solely on the reduction of costs by reducing or eliminating unnecessary elements of the project without compromising the quality or performance specified in the technical requirements of the RFP documents. Specifically, (1) scope changes that would increase the long-term cost of operating and maintaining the tunnel were not considered; (2) re-allocation of construction risks between the CBBT and the Design-Build Teams were not considered; and (3) changes to the comprehensive agreement, or contract, were not considered.
Over the next twelve calendar days, the District Project Management Team will finish the evaluation of the revised proposals to consider a recommendation for the Commission to award the Project at a specially called meeting on July 27, 2016.
