Cut-and-cover tunnel, 3.5 km-long, proposed along the central waterfront to replace the Alaskan Way viaduct damaged in the 28th February, 2001 earthquake. State of Washington and the city to decide early 2002 on one or more alternatives to undergo environmental study. Bids on a design-build contract would go out in 2005. 48/01. 3.5 km tunnel option to replace the damaged Alaskan Way viaduct backed by the state Department of Transport. This option is also supported by the city of Seattle. From South King to Blanchard Street would be a two-level cut-and-cover tunnel, and from Blanchard to Harrison Street would be a deeper, mined tunnel. The final leg, from Harrison to Roy Street, would be a single-level cut-and-cover tunnel. Cost range $10.5-$11.5 billion. Other options are rebuilding the existing viaduct, at a cost of $3.5 billion, or a new bridge from Holgate to Blanchard streets and then a tunnel from Blanchard to Roy streets. That would cost from $5.8-$6.3 billion. State to prepare environmental analyses of all three options before choosing the final one. 30/02.3.2 km-long bored tunnel, paired with surface street and transit improvements now recommended by local authorities to replace the central waterfront portion of the 2001 earthquake-damaged Alaskan Way viaduct.
