The project has been held up since 9th June, 2000 when pressurized water and mud started to invade the tunnel while jet grouting was under way. Immediately, settlements affected the Praí§a do Comércio area and traffic was cut to heavy vehicles. Evacuation of the personnel was ordered. The 800 m tunnel was sealed between the Arsenal and Santa Apolí³nia shafts. As water ingress continued to flood the tunnel, it was decided to flood it completely to avoid soil liquefaction and further damage to surface buildings. Further studies were ordered and the project was altered. A team of Dutch specialists has been hired to help resume the project. Work completion has been set for end-2003. None of the seven bidders for the restricted invitation to tender, deadline 09/03/2020, submitted valid proposals for the construction of the Praça da Liberdade/ Plaza de la Libertad - Casa da Musica section of the Porto circle line. In most cases the base value of the contracts was exceeded. As a result, Metro do Porto asked the Government to increase its budget. The Council of Ministers approved a Resolution that reinforces the budget foreseen for the expansion works of the Metro do Porto network.

The two following consortium's submitted to Metro do Porto their offers for a contract to undertake civil works on the 6.3km Ruby Line H, which will run from Casa da Música to Santo Ovídio: consortium composed of  Alberto Couto Alves, FCC Construccion SA e Contratas y Ventas SAU, and consortium of Casais Engenharia &  Construcao SA, Conduril Engenharia SA, Teixeira Duarte Engenharia & Construce SA, Alves Ribeiro SA and Somafel Engenharia & Obras Ferroviárias SA. 

The two offers will now be evaluated by the tender committee in order to prepare a report and recommend a preferred bidder to the Metro do Porto, aiming to start construction by the end of 2023 in order for inaugurate the Ruby Line  in 2026.
