Tendering underway for $30 million Vestmannasund sub-sea road tunnel and adjacent road connections to establish a fixed link between two of the main Faeroe islands, Streymoy and Ví¡gar. Ví¡gatunnilin p/f, a limited, state owned enterprise, owns the concession to design, build and operate the tunnel based on toll revenues. Landsstyrid, the Faeroe Islands state authority, has guaranteed public investments to partly finance the project, which will be supplemented with private funding. The project comprises a 4.9 km long single drill/blast tunnel in basalt with rockbolt and sprayed concrete lining support. The lining will not be designed to handle full water pressure, and excess water will be drained. Lowest datum is 105 m below sea level and rock cover will vary between 30 and 50 m with a maximum water depth of 60 m. Construction starts mid-2000 on a 3 year duration. O. T. Blindheim AS is technical adviser for the Owner, whilst Landsbyggifelagid is the local technical consultant and will also assist in site supervision. Norconsult prepared the tender documents. Femern A/S has prequalified nine large contractor consortia to submit tenders for the four major construction contracts for the fixed link across the Fehmarnbelt. The four contracts are: 1) tunnel north, 2) tunnel south, 3) portals and ramps, and 4) dredging and land reclamation. Between three and five consortia are prequalified to tender for each of the four contracts.    

Femern A/S expects to have the final bids and prices in time for inclusion in the Danish parliament’s work on the Construction Act, which is expected to be to be discussed towards the end of 2014.  

The firms in the nine contracting consortia come from Denmark, Germany, Italy, Spain, the Netherlands, Belgium, France and South Korea. Firms from the UK and the USA are also linked to some of the nine groups.    

The following consortia are prequalified to bid for one or more or the four construction contracts:

The Environmental Impact Assessment (EIA) report for the fixed link across the Fehmarnbelt is ready to be considered by the Danish authorities and citizens. Throughout the consultation period for the project, started on 28.06.2013, the public – citizens, the authorities, NGOs and businesses – will have the opportunity to come up with ideas, suggestions and comments.  A public meeting is scheduled on Thursday 29.08.2013 from 17.00 to 20.00 in Lalandia, Rodby, where everyone will have the opportunity to ask questions and express their views. The public consultation on the fixed link across the Fehmarnbelt is concluded. In total, 41 responses were submitted from Danish authorities, stakeholders, companies and private citizens in the period from 28.06.2013 – 20.10.2013. In collaboration with the relevant authorities and Femern A/S, the Transport Minister will respond to all incoming proposals and comments to the project in a consultation report, which is expected to take three months. Based on the consultation report and the EIA, a proposal for a Construction Act will be drawn up, which is scheduled to be put before the Danish parliament at the end of 2014. On the 04.03.2016 Femern A/S announced that the Danish political parties behind the Fehmarnbelt link mandated Femern A/S are to choose the preferred bidders for the main tunnel contracts with the aim of entering conditional contracts no later than mid-May 2016. Conditional contracts mean that final and binding contracts will be signed with the successful contractors, but that construction work will be postponed until the German construction permit is in place. The contracts are valid until the end of 2019 with the option to renegotiate at that time.

Once the final conditions for conditional contracts are settled satisfactorily between Femern A/S and the winning contractors, the company will present the results to the Minister of Transport before the contracts are signed in May 2016. Femern A/S is in the process of preparing the tender material for the Tunnel Track and Catenary (TTC) contract. Previously Femern A/S consulted the market in this regard in a notice (2022/S 048-125518).

This notice serves to:

1) create awareness about the upcoming tender;

2) allow further preparations by interested economic operators; and

3) inform the market about developments made since the previous notice.

The TTC contractor will be responsible for the design, build (installation), testing and commissioning of the TTC systems described below. The TTC contractor will also be responsible for the maintenance of the systems for a defined period.

The track works under the TTC contract is expected to cover track 1) in the tunnel and on the ramps (approx. 2 x 19.7 km), 2) from the end of the ramps on the approaches on the Danish and German sides (approx. 2 x 3.5 km and 2 x 2.2 km) and 3) crossovers on the Danish (4 no.) and German (4 no.) sides including point trace heating system.

The overhead catenary system works under the TTC contract is expected to cover the overhead catenary system 1) in the tunnel (approx. 2 x 18.4 km), 2) on the ramps and approaches on the Danish side (approx. 2 x 4 km) and German side (approx. 2 x 3 km), 3) connection to the traction power substation on Lolland, 4) return current and earthing and bonding systems, 5) overhead line section panels installed in the rail tubes, 6) system separations, 7) switchgear installed in the special elements, 8) uninterrupted power supply system for OLSPs and SCADA type-systems and 9) fibre cable.

The design speed for the railway is 200 km/h.

For the area outside the tunnel Femern A/S is currently preparing to require a ballast track solution but does not expect to be prescriptive about the catenary system outside the tunnel. Femern A/S expects to require that the solution for these two are based on technical solutions already in use (on a TSI approved section) at the time of tender to a speed of at least 200 km/h.

Further, Femern A/S is preparing to require a slab track solution inside the tunnel. Similarly, Femern A/S would require such a solution to be based on a technical solution already in use (on a TSI approved section) at the time of tender (possibly also to a speed of at least 200 km/h). Finally, Femern A/S does not expect to be prescriptive about the type of catenary system inside the tunnel and would not require that the catenary system is based on a technical solution already in use (on a TSI approved section) at the time of tender.

In order to further facilitate the preparations of the interested economic operators Femern A/S can inform that it expects the tender to be executed as a competitive procedure with negotiation with a limited number of prequalified participants. Femern A/S expects that the economic and financial standing that will be required of the applicant over the past 3 financial years will be:

(a) a yearly turnover equivalent to the estimated total value (around EUR 200 million); and

(b) an equity ratio (total equity/total assets) of not less than 15 %.

Femern A/S further expects that there will be requirements regarding technical and professional ability in the form of a portfolio of references related to works completed and handed-over to the customer within the latest 5 years that demonstrates:

(a) experience with construction of a track system in a tunnel of approximately 3 km

(b) experience with construction of a slab track system

Please note that the description above reflects Femern A/S’ current expectations to the future tender procedure, but as Femern A/S is still in the preparation phase, the requirements may be different in the contract notice.

Systemair has been selected by CMT Company (Copenhagen Metro Team) for the supply of the tunnel fans and allied equipment for the emergency ventilation system for the new metro line in Copenhagen, the Cityringen. The Danish public transportation company Metroselskabet I/S awarded to JV Zublin A/S (60 percent)/Hochtief (40 percent) the EUR150 million contract for Copenhagen’s new metro line between Ostersogade and the new Nordhavn metro station, part of the City Circle Line in the Danish capital. The contract involves the design and construction of twin TBM tunnels, lengths 1,800 m and 1,600 m,  the 80 m Nordhavn subway station, a small tunnel, a ramp structure, a service shaft/emergency exit and a pedestrian transfer tunnel to the existing S-train urban rail station Nordhavn. The new metro line M5 Østhavn will connect the new city development areas to the east of Copenhagen including Lynetteholmen, Refshaleøen and Kløverparken wit the existing city and transport network.


The project is divided into five phases:

The main construction contract will be procured as a 'Design and Build' contract based on the reference design made by the consultant. There may also be further smaller construction contracts that are procured as construct only based on the consultants detailed design, for example advanced works.

Furthermore, the contract includes services such as preparation of reports, cost calculations, scheduling, produce drawings, 3D model files etc.


The design must include development of BIM models for all infrastructure elements in accordance with the requirements defined in the tender material. Metroselskabet has high ambitions in regards to BIM, and the consultant is expected to have a high level of experience and knowledge regarding BIM. In addition, Metroselskabet intends to collaborate with the consultant by using BIM/GIS, which also requires experiences working with BIM/GIS. Metroselskabet encourages the applicants to consider the requirements for the BIM services very carefully and if needed teaming up with specialists in working with BIM as sub-consultants.


During the design process the consultant must have a high focus on safety and the possible implications of their design. In addition, Metroselskabet has a high focus on minimizing the CO2 footprint, and the consultant is expected to develop an idea-catalogue as well as considering the possibilities identified by Metroselskabet for the design.


Innovation must be an integrated part of the design process. The process shall not only consider ideas already identified but also generate new ideas. Metroselskabet encourages the applicants to consider the innovation process very carefully and if needed consider teaming up with specialists in innovation processes as sub-consultants.


Metroselskabet strongly expects a decision on which alignment to be taken forward will be made during Q1 2023. If the decision on which alignment to move forward has not yet made when the deadline for submission of final tender response expires, the contract will not be awarded until such a political decision has been made. Metroselskabet reserves the right to purchase EIA for the not chosen line from the winning tenderer. Payment for the additional EIA will be negotiated based on the hourly rates offered by the winning tenderer. After completion of the EIA for both M5 Orange and M5 Purple, (if relevant) Metroselskabet reserves the right to exchange the originally chosen Metro line for the new chosen Metro line (phase 2.2, 3 and 4 (option)). August 1998.Feasibility study by Scandiaconsult and Cowi has proposed a second, single-tube, rail-only Oresund link between Helsingborg, Sweden and Helsingor, Denmark. The job could be completed for less than $1 billion by using a combination of cut-and-cover and immersed tube at the coasts, linked by a 4 km-long, 8.4 m-diameter bored central section.
