Amtrak has achieved a major milestone for the Frederick Douglass Tunnel Program with the selection of a Kiewit/J.F. Shea Joint Venture to build the brand new rail tunnel that will serve electrified Amtrak and MARC commuter trains. Located just south of Baltimore Penn Station, the new tunnel will serve electrified passenger trains with two parallel, single-track tunnel tubes, each approximately 3.22 km (2 miles) long. It will also support much faster travel speeds than the existing tunnel, where trains are currently limited to maximum speeds of 30 mph due to the tight curves.

The Frederick Douglass Tunnel will replace Amtrak’s existing Baltimore and Potomac (B&P) tunnel, which opened 150 years ago during the Ulysses S. Grant Administration

The third and final construction contract to “fit out” the Frederick Douglass Tunnel with tracks, rail systems and more will be announced at a future date, with an anticipated award in 2025/2026. Amtrak will also soon select a Delivery Partner to coordinate and support the successful execution of the Program.

The joint venture Skanska/Fay Construction Co signed a contract with CSX Transportation for the  modernization of the Howard Street Tunnel (HST), originally constructed in 1895 and part of the HST Project in Baltimore, Maryland, USA. The Howard Street Tunnel Project will improve clearance at the Howard Street Tunnel (HST) in Baltimore City and 22 other locations where obstructions exist along the CSX Transportation (CSX) Interstate 95 (I-95) rail corridor between Baltimore and Philadelphia.  

The modernization of the Howard Street tunnel consists of vertical clearance improvements to allow double-stack trains (trains transporting shipping containers stacked on top of each other) to travel between Baltimore, Maryland and Philadelphia, Pennsylvania. Work includes lowering and tunnel enlargement techniques across the 2.7-km (1.7-mile) expanse of the Howard Street Tunnel to increase the tunnel height from 5.8 to 6.4 m (19 to 21 feet). Granite Construction Company secured the USD215 million contract for the Northside Interceptor Tunnel project, whose design was completed in the Spring of 2023.  The City of Akron (Ohio, USA) performed a pre-qualification process, with four contractors selected to submit proposals.  

The Northside Interceptor Tunnel Project is one of the final projects of the EPA mandated Consent Decree, entered in 2014, to improve the City’s sewer infrastructure and reduce combined sewer overflows (CSOs). This project consists of constructing a 5.3 m (16.5-foot) internal diameter tunnel.  The tunnel will collect and store CSOs from four overflow locations, which are located along the Cuyahoga River.  The tunnel route follows Riverside Drive from Cascade Valley Metro Park – Chuckery Area to Front Street.  It will be 2,030 m (6,660 feet) long, over 30 m (100 feet) below ground in rock, and will be able to store over 38 million liters (10 million gallons) of combined flow. Tarrant Regional Water District (TRWD) has selected the Traylor-Sundt Joint Venture (TSJV) to construct the IPL Section 19 Long Tunnel Crossings project (PL19TUN). The entire IPL Project is an integrated water delivery transmission system in the Dallas area consisting of 241 km (150 miles) of pipeline, three new lake pump stations, and three new booster pump stations delivering a required capacity of 1.32 bn liters/day (350 million gallons per day (MGD) of raw water to North Central Texas. TRWD and the City of Dallas Water Utilities currently serve over 4.1 million residents and the IPL will allow these agencies to continue supporting regional community and economic growth. 

The Section 19 Long Tunnel project includes two EPB TBM tunnels totaling 3.34 km (10,944 linear feet); two micro-tunnelling runs totaling 526.39 m  (1,727 linear feet); 27,74 m (91 linear feet) of hand-mined tunnel; and installation of 2.13 m (84-inch-diameter) carrier pipe throughout. City of Columbus in Columbus, Ohio, awarded to Granite from Watsonville, California, USA, the EUR224.30 (USD267) million contract for the Lower Olentangy Tunnel project.   

The Lower Olentangy Tunnel (LOT) project aims to improve water quality and reduce the risk of exposure of humans to waterborne pollutants by reducing overflows from the sewer system into creeks and rivers during flooding. LOT will connect into the upstream end of the previously Granite-constructed OSIS Augmentation Relief Sewer (OARS) at Vine Street. The upstream end of LOT will be located north of Lane Avenue and will provide hydraulic relief to the three existing sewers that are in close proximity of each other: Franklin Main Interceptor Sewer, Olentangy Main Interceptor Sewer, and OARS.  

The construction of the LOT main tunnel will consist of approximately 5,181 m (17,000 feet) of 3.66 m (144-inch) hand-mined diameter tunnel and will be mined with a TBM and constructed of precast concrete segments. The main tunnel will be constructed of concrete segments with three main shafts at Tuttle Park north of Lane Avenue, Gowdy Field near Third Avenue and Olentangy River Road, and Vine Street.  

A microtunnel  2.29 m (90 inches) in diameter will also be constructed to relieve OARS near Second Avenue, which will begin at the Second Avenue and Perry Street intersection and flow west into LOT at the Gowdy Field Shaft. The Lane Construction Corporation, the U.S. subsidiary of Salini Impregilo Group, has won the EUR224.3 (USD255 million) contract to build a water storage tunnel to reduce polluted overflows into the Seattle, Washington Lake Washington Ship Canal. The 4.27 km (2.7mile) long and 5,73 m diameter (18-ft and 10-inch) internal diameter tunnel, known as the Ship Canal Water Quality Project - Storage Tunnel project, will keep more than 276 million liters (75 million gallons) of polluted stormwater and sewage out of the Lake Washington Ship Canal, Salmon Bay, and Lake Union on average each year. Enbridge has selected two contractors for the Great Lakes Tunnel Project. Great Lakes Tunnel Constructors - a partnership between Jay Dee Contractors from Livonia (Michigan), and the U.S. affiliate of Japanese tunnel construction firm, Obayashi Corporation - will construct a 6.4 km (4 mile) long tunnel, about 30.5 m (100 ft)  below Lake Michigan, this will house a new Line 5 in the Straits of Mackinac. The new tunnel will replace the underwater segment of Line 5,  twin pipes that have lain across the bottom of the Straits of Mackinac in northern Michigan since 1953, running between Superior, Wisconsin, and Sarnia, Ontario.

Enbridge has also selected Arup (London) to deliver construction design documentation for the Great Lakes Tunnel Project.

The Great Lakes Tunnel Project  will enable residents, schools and businesses to continue to receive critical fuel and the thousands of products.  Line 5 helps make this possible while increasing environmental safeguards and protection of the Great Lakes.  Line 5 each day carries 23 million gallons (87 million litres) of crude oil and natural gas liquids used for propane between Superior, Wisconsin, and Sarnia, Ontario. Construction of the Great Lakes Tunnel Project will begin in 2021.

The Commonwealth of Virginia has selected Hampton Roads Connector Partners, a design-build team, to deliver the Hampton Roads Bridge-Tunnel (HRBT) Expansion Project.

Hampton Roads Connector Partners is a joint venture consisting of multiple partners, with Dragados USA (42%) serving as lead contractor and HDR and Mott MacDonald as lead designers. The team also includes Flatiron Constructors (25%), Vinci Construction and Dodin Campenon Bernard.

The EUR2.9 billion (USD3.3 billion) contract to be implemented in April 2019, involves extending and upgrading the I-64 between Hampton and Norfolk. Duration contract 18 months of studies and 56 months of works.

The contract must to be completed by November 1, 2025. The contract involves designing and building 5.3 km of viaducts over the sea and new tunnels, as well as widening 14.5 km of existing roads. The new component involves digging two tunnels, each 2.4 km long, between two artificial islands using a variable density TBM with a diameter of 13.56 m.
